Valery Shantsev wants to deprive the Nizhny Novgorod mayor's office of the right to land allotment
In the near future, the Ministry of Natural Resources and Rosprirodnadzor will conduct an unscheduled comprehensive inspection of compliance with the requirements of environmental legislation in Nizhny Novgorod. According to a message posted on the official website of the Ministry of Natural Resources, the decision on this “was made after identifying and analyzing numerous facts of illegal seizure by municipal authorities of areas of the state forest and water funds, as well as lands of specially protected natural areas.”Let us recall that at the end of January, the deputy head of Rosprirodnadzor Oleg Mitvol sent a letter to the Prosecutor General's Office asking for a legal assessment of the actions of the head of Nizhny Novgorod Vadim Bulavinov and the chairman of the city Duma Ivan Karnilin. As the Vremya Novostei newspaper has already written, Oleg Mitvol believes that Vadim Bulavinov illegally transferred the lands of the resort village of Zeleny Gorod (with a total area of more than 20 thousand hectares), which was part of the Kstovsky district of the Nizhny Novgorod region, into municipal property. And thus he brought the federally owned forest into the city limits. Mr. Mitvol is serious. In his opinion, “the prosecutor’s office should look into this issue and give Bulavinov a slap on the wrist.” At the same time, informed sources in the regional government and the mayor's office suggest that the attention of the head of Rosprirodnadzor Oleg Mitvol was directed “in the right direction” not without the help of the regional authorities.
Let us note that land construction activities in Nizhny Novgorod and adjacent territories became the object of close interest of Governor Valery Shantsev from the very first days after his appointment as head of the region. In the near future, the governor intends to deal with the dilapidated foundation and architectural and historical heritage in the territory entrusted to his care. Moreover, according to him, Russian President Vladimir Putin, during his visit to the city last week, criticized the presence of a large number of dilapidated buildings on the central streets of Nizhny. At the same time, Mr. Shantsev intends to liquidate the dilapidated foundation in the center by 2007, and build new buildings in its place, promising to preserve the “museum part.”
Recently, at the initiative of the Nizhny Novgorod governor, a new regional law “On the regulation of land relations in the Nizhny Novgorod region” was adopted, which some local lawyers have already dubbed the “Shantsevsky law of land distribution.” On the one hand, the law is designed to speed up the process of allocating and registering land for promising projects and eliminate bureaucratic barriers for investors using the “one-stop shop” principle. On the other hand, this regulation cuts off municipalities from the disposal of large plots of over 200 square meters. m - their allocation becomes the prerogative of the regional government.
The governor's initiative was enthusiastically greeted by the local business community. But the main thing, according to the regional government, is that the innovation has already received the approval of the Russian president, who said that if the land experiment in the Nizhny Novgorod region turns out to be successful, he is ready to advertise it for distribution in other regions.
However, the regional government, apparently, is not limited to “documentary and legislative work” and in parallel is carrying out a large-scale operation to “re-educate” the old political elite - the people of the former presidential envoy Sergei Kiriyenko, who is now far from Nizhny Novgorod affairs. A Vremya Novostei source close to the governor’s administration believes that the latest misadventures of Nizhny Novgorod mayor Vadim Bulavinov are the beginning of a “big purge.”
