Deputy head of the presidential administration Vladislav Surkov publicly admitted for the first time that a political system is being created in Russia with one consistently dominant party - United Russia. According to Vedomosti, in order to maintain their political status, Surkov advised United Russia members to “master ideology.” For this purpose, he recommended that they create “permanent groups in the regions for propaganda support of the fight against political opponents,” but “where it is beneficial,” enter into a coalition with opposition parties.
