Putin transferred leadership of the Federal Customs Service directly to the Russian government. The fact that something needs to be done with customs has long been obvious to everyone: they steal, you know, and take bribes. In April and early May, several criminal cases were initiated against customs officials, including senior officials. It is still unclear to what extent the government is able to pacify customs. But it’s good that they didn’t create a separate supervision service, otherwise they would have had to feed a bunch of more supervisors.
