How to save Russia from extinction?

The development of human potential and the growth of population remain for Russia the most important goals of politics and the necessary condition for preserving the country. Demographic forecasts proceed from the fact that by 2050 the population of Russia can be reduced by 40 million people, and due to the leading extinction of Russians who may turn out to be a “national minority” in their native country. To neutralize this threat, an active comprehensive social policy of the state is necessary, aimed at eliminating the causes of a demographic catastrophe and creating favorable conditions for life and development.

The main reason for the extinction of the nation is a sharp deterioration in welfare and demoralization of most of the population caused by the collapse of the state and the predatory policy of the country's plunder. A sharp deterioration in welfare and the rapid destruction of the familiar life environment caused a land loss of prospects and even the meaning of life itself. As a result, on the one hand, the birth rate and average life expectancy decreased sharply, on the other, mortality increased, especially among men of working age.

With the current structure of the distribution of national income, only every third child will receive a good education and succeed in life. Two -thirds of the children are converted to a miserable existence. Obviously, until such a policy continues, the demographic crisis will become aggravated.

To get out of this impasse, a cardinal change in state policy is required in the direction of improving the standard of living of the people. To do this, it is necessary to make decisions affecting the interests of women, children, elderly people who protect the health of the nation.

Society cannot be healthy and prosperous if a woman plays a secondary, subordinate role in public life, in production, in the family. To protect women's rights and create opportunities for their provision, the state must:

• ensure free access to women to higher and professional education, advanced training, participation in management;

• Protect the rights of pregnant women and women in labor activities, in the fields of health and education, in housing and property issues;

• Protect the rights of parents burdened with family duties, when hiring, when establishing conditions and regime of labor, as well as upon dismissal.

A strong, friendly, prosperous family is a necessary premise of a healthy society and the key to the future nation. Such a family is the support of the state. To achieve this, you must first provide:

• availability for each family of quality health and education services, creating opportunities for familiarization with the values ​​of spiritual culture;

• availability of landscaped housing, especially for young families;

• Increasing benefits at the birth or adoption of a child to a level of not lower than the minimum costs for the purchase of a children's dowry, as well as the payment of childcare benefits in the amount of not less than a subsistence minimum.

It is necessary to make the leading directions of state policy in relation to children:

• ensure the rights of each child to family education, the prevention of social orphanhood through the development and improvement of the institution of adoption.

• bring out state subsidizing foster children, guardian families and family groups to the level of subsistence minimum for each child;

• Free medical care and medicinal support for children under the age of 18 years;

• priority financing of federal and regional programs aimed at protecting health, ensuring the formation and development of children, at the production of baby food and drugs for children;

• development of a network of children's preschool institutions, sports schools and creative studios available to all families; summer camps, providing conditions for normal relaxation and leisure of children;

Until recently, the country was in force a system of social guarantees, formed mainly in the pre -reform period and supplemented during the period of reforms, in order to prevent the physical extinction of the disabled population. Not all these social guarantees were supported by appropriate financing, but their presence allowed the need for elderly people to defend their rights. There were proposals to eliminate the lack of funds for the fulfillment of the social obligations of the state by increasing budget revenues at the expense of the state owned in the private interests of sources. But the current state power was received differently - it liquidated most of the social guarantees, partly replacing them with minor monetary compensation or transferring the question of their financing at the discretion of the constituent entities of the Federation.

I regard the policy pursued by the current government regarding ensuring the level and quality of life of people as an anti -constitutional, undermining the fundamental foundations of the social state. It is necessary to restore the abolished guarantees and legislatively established standards for financing the social sphere, simultaneously increasing state revenues at the expense of sources belonging to the state without increasing labor taxes, income and property of citizens.

First of all, the rights of veterans and disabled people to preferential medical care and free provision of vital drugs should be restored.

Pension provision is of particular importance for the elderly, which today is reformed without taking into account the obligations taken by the state during the work of the current pensioners. Pension reform proposed by the government does not provide reliable protection of the rights and interests of both current and future Russian pensioners. Obviously, the lag of pensions from the living wage.

Without waiting for the implementation of the listed measures, the actions necessary to protect the rights of the elderly as part of the current pension provision system should be taken. In particular, at least a two -time increase in pensions is necessary, their indexation, taking into account the dynamics of the subsistence minimum of the elderly.

The health and longevity of the population is the most important characteristic of the effectiveness of any socio-economic system, one of the main guidelines in determining the content of state policy, criteria for evaluating the activities of the authorities.

At the legislative level, it should be specified by the constitutional right of each citizen of Russia to protect health - regardless of the level of his personal income. The solution of this problem requires the development of a medical service and healthcare system, which should include:

• state medical institutions that provide the population with the necessary assistance at the level of world standards;

• a system of reliable provision of the population with benign drugs at fair prices.

Today, the health care reform has come to a standstill. In order to withdraw it from there, it is necessary to at least double state allocations for healthcare, bring the share of expenses for these purposes to the world standard, as well as fix the state rights to all property of medical institutions belonging to it, in order to prevent their bankruptcy and privatization.

It is clear that all five of these priority areas of the state’s social policy, oriented to increase the level of people's levels and quality of life, can be realized only on the basis of a reliable and rapidly growing economic base. But the trouble is that there is no such growth, and under the current regime there can be no. Under Putin, unfortunately, the Yeltsin policy of plundering the country was continued. The result is the stabilization of the beggarly position of 60 million people, the consolidation of Russia in world leaders in terms of murder, suicide, abortion, alcoholism, drug addiction, AIDS, tuberculosis and syphilis. It is difficult to speak, but according to generally accepted indicators, Russia is more and more sliding to the level of underdeveloped countries, it moves deeper to the raw materials periphery of the world economy. The politician pursued in the country is the result of not malicious intent or mistakes of fools, but a consequence of the interests of the parasitic oligarchy in power.
