The general director of the Volgograd airport was fired

There has been a change in management at JSC Volgograd International Airport (MAV). Representatives of the main owner of the enterprise, the Federal Property Management Agency, explain the resignation of MAV General Director Yuri Dmitriev due to ineffective management of the enterprise. Meanwhile, law enforcement agencies draw a direct parallel between the dismissal of Mr. Dmitriev and the criminal case initiated against him. The ex-general director of the airport is suspected of withdrawing virtually half of the enterprise’s property, depriving MAV of at least 38 million rubles in possible profits. The decision to dismiss Yuri Dmitriev from the post of general director of Volgograd International Airport OJSC was made by the company’s board of directors on May 16. Yesterday, an informed source in one of the regional law enforcement agencies reported that Mr. Dmitriev’s resignation is connected with a criminal case initiated against him under Art. 201 of the Criminal Code of the Russian Federation (“Abuse of power”). “Over the past few years, almost all services have been separated from the airport,” explained Kommersant’s interlocutor. According to him, former general director Yuri Dmitriev, his first deputy Alexander Shevtsov, as well as several other employees of the management apparatus of MAV OJSC acted as co-founders of limited liability companies, into which the airport property was transferred. “The decision to spin off the enterprises was made by the board of directors, although such decisions fall exclusively within the competence of the general meeting of shareholders of the joint-stock company,” the Kommersant source noted. According to him, we are talking about LLC TG "LUKOIL-Aero" (fuel supply), LLC "Airport-Trans" (special vehicles), LLC ABC "Airport-Service" (ticket sales), LLC "NAVIAS" (in-flight and catering) . The separation of airport services would be legal if the organizations remained in the form of an OJSC and retained the share of the main shareholder, the Federal Property Management Agency, which amounts to 51% of voting shares, the Kommersant interlocutor added. “This did not happen, and the state, according to the most conservative estimates, suffered damage of 38 million rubles, since the airport lost half of its assets and, accordingly, all the services’ profits. In fact, the airport’s budget was devastated due to the reduction or, in some cases, complete loss of control over the AO services.” For example, the share of OJSC MAV in LLC TG LUKOIL-Aero was 20%, LLC ABC Airport-Service was 23%, and the airport’s participation in LLC NAVIAS was not at all.
“The case of the withdrawal of property from the Volgograd airport involves well-known people in the region, including high-ranking officials who signed key documents,” the same source emphasized, but refused to name the names of these people, citing the interests of the investigation.
OJSC Volgograd International Airport - the value of its main assets is about 50 million rubles. The revenue of OJSC MAV for the third quarter of 2005 amounted to 32.652 million rubles. 51% of the voting shares of OJSC "MAV" are owned by the Federal Property Management Agency. 49% are distributed between individuals and legal entities. Representatives of the main owner of the airport, the Federal Property Management Agency, comment on the situation cautiously. “The basis for the dismissal of Mr. Dmitriev was a directive from the Federal Property Management Agency, which required the termination of his powers due to ineffective management of the company,” explained the head of the territorial department of the Federal Property Management Agency for the Volgograd region and the chairman of the board of directors of MAV Valentina Rakova. “The airport’s loss for 2006 was several times greater than for the same period last year.” Valentina Rakova refused to say what numbers we are talking about. She also did not discuss the situation with the withdrawal of assets from MAV OJSC.
Yuri Dmitriev and Alexander Shevtsov could not be reached for comments yesterday, and MAV OJSC refused to help contact them.
