
President of Ukraine Viktor Yushchenko, by his decree, introduced the decision of the National Security and Defense Council "On preparations for the conduct of multinational military exercises" SI Breeze - 2006 "and" Tight Node - 2006 ".
According to the press service of the head of state, the president stated that the indicated decision of the National Security and Defense Council confirms the need to conduct multinational exercises in Ukraine with the participation of units of the armed forces of other states, the admission of which is provided for by decree of the head of state and should be approved by the Verkhovna Rada.
Yushchenko also noted the need to pay attention to the work of Theodosia, Nikolaev city councils and other local authorities in order to prevent the exceeding the powers certainly for them by law. According to the president, such an excess of authority was manifested in the adoption of decisions on the ban on multinational exercises by these City Councils.
The text of the document is proposed to officials of the relevant local authorities to urgently take adequate measures to ensure public order.
The President demanded that the management of the Security Service, the Ministry of Internal Affairs, and the border service immediately decide the issue of expulsion of foreign citizens outside Ukraine who take part in protest in Ukraine and take measures in the prescribed manner to prevent their entry into Ukraine in the future.
In addition, Yushchenko instructed the Ministry of Internal Affairs and the relevant local state administrations to ensure the protection of public security and law and order during the conduct of multinational military exercises in Ukraine, and the bodies of the prosecutor's office of Ukraine recommended that the mentioned decisions and actions of local government officials be evaluated.
The head of state also sent to the Verkhovna Rada for an extraordinary consideration - as an urgent - draft law "On the approval of a decision on the admission of subsections of the armed forces of other states to Ukraine in 2006 to participate in multinational military exercises."
On May 28, an American vessel came to the port of Feodosia, from which engineering equipment and building materials were unloaded, designed to improve the training base of the Starokroklimsky landfill of the Ukrainian naval forces. Later, about a hundred American military arrived on the peninsula. In Crimea, mass protests began. The port of Feodosia was blocked by manifestants, and the American military was everywhere surrounded by crowds of protesting citizens.
