Actually, not even to talk about a person as a criminal before the court decision for actions that at the moment did not receive a judicial assessment, this is a gross violation of the principle of the presumption of innocence, the fundamental principle of a state claiming the title of “legal”.

Moses Gelman: In my opinion, the fight against corruption should begin in compliance with the law, primarily officials. I know at least one fact of non -fulfillment by the head of the Accounts Chamber of its direct duties. We are talking about concealing the facts of checking the Ministry of Finance related to the management of this Ministry of Securities. It was about the fact that the securities were repaid for a certain amount, but the Ministry of Finance supported them in circulation, received interest from them. The inspector who conducted this audit was dismissed for refusing to hide these facts. The same senator, who is charged with attempts or promises to hide some facts of verification ... He promised to hide some facts of verification of the Accounts Chamber of Kalmykia. And here is the capture of this senator with what is called a bribe? And this must establish the court - whether it is a bribe or not. That is, we are also talking about non -compliance by officials of the principle of presumption of innocence. So, what is the connection between the leadership of Transaero, where he was transferred to this package with bold money, and the senator claims that it was supposedly the exchange of souvenirs, and the chairman of the Accounts Chamber? Probably, the path there was beaten.

If you only had a report on June 2, then why all these actions followed so quickly, already on the 4th evening. Behind every paragraph, I see a discrepancy with the laws here. I myself worked in the Accounts Chamber. I was just expelled from there. The serious, gross violations in external debt management were opened. I submitted an application in January 2005 about the prosecution of Stepashin to criminal liability - how they hid what was hidden.
