| The Investment Commission did not refuse any of the applicants for government money
Yesterday, the investment commission at the St. Petersburg Economic Forum reviewed four projects applying for financing from the investment fund. And all four earned her approval. The final choice will be made by a government commission, but it is not yet known when.
Initially, 46 projects applied for money from the investment fund. After the preliminary selection, 12 of them remained. The rest either did not submit all the documentation required by law or filled out the application incorrectly. A dozen lucky ones were ranked, and those with the least complaints appeared before the commission yesterday. Theoretically, it may turn out that there will be no losers. As Maxim Bystrov, deputy head of the Federal Agency for the Management of Special Economic Zones (RosSEZ), said, there is just enough money in the investment fund (for 2006 it is 69.7 billion rubles - Ed. ) for all these projects. That is why the commission approves some projects before starting to consider the rest.
The first winner was the Tatneft company's project to create a petrochemical complex in Nizhnekamsk. True, the joy was overshadowed by a reduction in funding by almost half. The total cost of the project is 130.2 billion rubles, of which 34 billion were to be allocated from the investment fund. However, the commission reduced this amount to 16.5 billion. The request to allocate money for an installation to reduce oil sulfur content was rejected. According to the head of RosSEZ Yuri Zhdanov, these expenses may well be financed by a private investor.
The remaining projects were approved without changes. The Development Corporation of the Krasnoyarsk Territory (shareholders - the regional administration, JSC HydroOGK, Basic Elements and Vnesheconombank) presented a project for the development of the Lower Angara region. The project is estimated at 179 billion rubles, including 34 billion rubles. planned to be raised through an investment fund.
In addition, two transport projects were approved - the Moscow - St. Petersburg expressway (section 15-58 km), with a total cost of 54 billion rubles, of which 25.8 billion rubles. at the expense of the investment fund; as well as the Western High-Speed Diameter (bypass highway around St. Petersburg) worth 82.7 billion rubles, of which government funding will amount to 28 billion rubles.
All projects are worthy, Mr. Zhdanov said, “the only disappointment is the very compressed geography.” Project financing will begin within a month or a month and a half after approval by the government commission, and its meeting should take place in the very near future. According to the law, the first meeting of the government commission must take place no later than a month after the end of the competition, that is, before June 20.
