Last Friday, the State Duma almost unanimously (429 deputies in favour) approved the law on the "dacha amnesty", more precisely, on the liberalization of the procedure for state registration of rights to land plots and country houses.

The reason was that most of the summer cottages and buildings were not officially registered due to the complexity of the procedure. This did not allow the actual owners to sell, donate and pledge property. By autumn, the draft law had been developed by Gref's department - the Ministry of Economic Development - and was actively discussed by government officials. On January 27, 2006, the document was submitted to the State Duma, where it caused conflicting assessments. The head of the Property Committee, Viktor Pleskachevsky, said that the “dacha amnesty” not only does not simplify the procedure for registering rights to land and buildings, but also contributes to the growth of corruption, since an official will determine the fate of unauthorized buildings on the site. He was supported by the deputy chairman of the committee, communist Anatoly Lokot. Without waiting for the government bill, the deputies, led by the head of the agrarian committee Gennady Kulik, developed their own version of the "dacha amnesty", which is still assessed as better and more liberal: for example, it was assumed that only an extract from the documents was enough for an official to accept an application for registration of property rights gardening association. But later, Kulik withdrew his project, having received assurances from the government that his comments would be taken into account.

During the discussion, between the first (March 24) and the last (June 9) readings, most of the deputies were imbued with the idea of ​​a “dacha amnesty” and began to find more pluses in it. Thus, the deadline for the free privatization of housing (including summer cottages) is postponed from January 1, 2007 to March 1, 2010. A simplified procedure for the privatization of country houses and the maintenance of cadastral registration of land gardening plots is being introduced. The procedure for privatization of land plots should take place within two weeks.

Citizens are given the opportunity to secure in their property arbitrarily "cut" acres. True, this can be done provided that the neighbors do not claim the surplus and the dacha or gardening association does not object.
