Don't trust everyone who comes in

More than 3% of Russian cellular subscribers will pay for incoming calls even after July 1, 2006. Owners of direct cell numbers will have to pay for incoming calls. The cellular network subscriber will have to pay for call forwarding; each federal number will be assigned a duplicate number. In theory, no one should pay for such a call, but what if no one at all? And since it is impossible to charge a fee from the caller, they will charge the person who is calling.
