The Chairman of the CEC of the Russian Federation, Alexander Veshnyakov, believes that even if the Count "against all" will be legally excluded from the ballots, the elections on October 8 (Unified Voting Day) will be held according to the old rules.

"Even if this initiative is implemented: adopted by the State Duma in the second and third reading, approved by the Federation Council, signed by the President, in any case, it can be predicted that this law will enter into force no earlier than mid -July. Meanwhile, the elections in nine regions must be scheduled from June 29 to July 9. And if the elections are already scheduled, then all changes to the legislation for their implementation are no longer valid," - said it is no longer valid. Veshnyakov on Wednesday to journalists.

"Therefore, 99% for the fact that on the single voting day of October 8 the Count" Against all "will still be present," said Veshnyakov.

In addition to the elections to regional meetings, on this day, missions to the State Duma of the Russian Federation for two districts, which the CEC of the Russian Federation appointed on Wednesday, will be held on this day.

At the same time, Veshnyakov, commenting on the purpose of these missions, suggested that they would be the last for the State Duma of the current convocation. "The theoretical possibility of additional elections exists, but they are very unlikely, since they are not assigned less than a year before the expiration of the powers of the current State Duma. In addition, it should be borne in mind that such elections should be assigned at least 90 days before the voting day. That is, as summer ends, the CEC will no longer be election," said Veshnyakov.

Answering the questions of journalists, he said that the Central Election Commission advocates that the territorial election commissions be granted the status of legal entities, and their leaders could work on an ongoing basis. "This experience deserves attention and distribution. The purpose of our proposal is to increase professionalism, independence of territorial election commission and increase their responsibility for holding elections," Veshnyakov said.

At the same time, he noted that now most often the leaders of territorial election committees occupy any position in the administration, which, according to his assessment, to one degree or another makes them dependent on the heads of the administration. The Chairman of the CEC said that his department sent the relevant proposals to the heads of regions, on which the adoption of this decision depends. “From many, we received positive answers and hope that this issue will be in stages to be resolved,” said Veshnyakov.

In Veliky Novgorod, the latest electronic voting devices will be tested for the first time

Speaking to reporters, Alexander Veshnyakov also said that on a single voting day on October 8 in Veliky Novgorod the latest electronic voting devices will be first tested.

He explained that "five such devices that provide for electron-sensory voting will be installed at the polling stations of Veliky Novgorod." Russian and foreign specialists, representatives of political parties, who will evaluate how useful and effective, will be invited to the tests.

"A thorough check of these devices should be organized, monitoring their work," said Veshnyakov.
