Yuri Chaika formed the leadership team of the Prosecutor General's Office

Prosecutor General Yuri Chaika completed the personnel purge of the department's management, which he began on his first working day, June 27. Then he asked to write reports asking for the resignation of all 13 deputy prosecutors general, who were “inherited” from the former prosecutor general Vladimir Ustinov. On Monday, July 17, as Vremya Novostey learned, Mr. Chaika signed order No. 44 “On the distribution of responsibilities among the heads of the General Prosecutor’s Office of the Russian Federation.” This document briefly indicates which deputy prosecutor general will be responsible for which specific area from now on. As explained in the Prosecutor General's Office, this order generally determined the team of Yuri Chaika, with whom he intends to work, and new changes in the department are no longer expected.

In total, the order specifies 12 deputy prosecutors general, that is, one less than there were under Mr. Ustinov. Moreover, this list also included five deputy prosecutors general, whose fate had not yet been decided until recently. Sergei Gerasimov, Alexander Zvyagintsev, Yuri Zolotov, Sabir Kekhlerov and Ivan Kondrat, who previously held these posts, like their other colleagues, wrote their resignations on June 27. But later, submissions to the Federation Council regarding them - neither about new appointments nor about dismissal - were never made. Now, judging by the order, they will retain their seats and, probably, in the fall, after the senators return from vacation, they will simply be reassigned.

As follows from the order, responsibilities in the team of the new Prosecutor General will be distributed as follows. First Deputy Prosecutor General Alexander Buksman is responsible for resolving all issues of the Main Directorate for Supervision of the Execution of Federal Legislation, the Main Organizational Inspection Directorate and the Main Directorate for Supporting the Activities of Prosecutor's Office Bodies and Institutions.

Victor Grin oversees the Main Directorate for Supervision of the Procedural Activities of the Prosecutor's Office, the Ministry of Internal Affairs, the Federal Service for Drug Control (FSKN), the Federal Customs Service (FCS) and Justice, the Directorate for Investigation of Particularly Important Cases, Criminalistics, as well as two supervisory departments for the implementation of federal security laws and criminal penalties. Evgeniy Zabarchuk’s responsibilities include interaction with the government and the Federal Assembly, as well as resolving personnel issues. Sergei Fridinsky - Deputy Prosecutor General - Chief Military Prosecutor. Alexander Zvyagintsev is responsible for issues of the Main Directorate of International Legal Cooperation, the Department for ensuring the participation of prosecutors in civil and arbitration proceedings.

The remaining seven deputy prosecutors general will represent the department in the federal districts: Yuri Gulyagin - in the Far Eastern, Ivan Semchishin - in Siberian, Ivan Sydoruk - in Yuzhny, Sergei Gerasimov - in Privolzhsky (he also oversees the Volga Interregional Environmental Prosecutor's Office and the prosecutor's office of the ZATO city). Mizhgorye), Yuri Zolotov in Uralsky, Ivan Kondrat in Northwestern, Sabir Kekhlerov in Central. The latter is also entrusted with some other responsibilities at the federal level. In particular, Mr. Kekhlerov should also oversee the Directorate of the Prosecutor General's Office for ensuring the participation of prosecutors in the consideration of criminal cases by the courts, the Moscow Regional Prosecutor's Office for supervising the implementation of laws on air and water transport and the prosecutor's office of the Baikonur complex.

It is noteworthy that, in addition to the general leadership and coordination of the activities of law enforcement agencies in the fight against crime, the Prosecutor General assigned to himself the resolution of issues of interaction with the media.

Also in the order, Mr. Chaika defined the principle of interchangeability of heads of the Prosecutor General’s Office. Thus, the duties of the First Deputy Prosecutor General Alexander Buksman in the event of his temporary absence will be performed by Mr. Zvyagintsev, and the duties of Messrs. Grin and Zabarchuk - Mr. Kehlerov.
