The Prosecutor General of the Russian Federation decided to become the main human rights organization of the country

The General Prosecutor's Office of the Russian Federation on Wednesday reported the creation of a fundamentally new unit - the Office for the Protection of the Rights of Citizens. According to the Prosecutor General’s Office, the new unit was created as part of the Main Directorate for Supervision of the implementation of federal legislation during the reform of the structure of the department.

The first deputy prosecutor general of the Russian Federation Alexander Buksman will be supervised. He also coordinates the activities of the Main Organizational Special Directorate, the Main Directorate for the Assistance of the Activities and Institutions of the Prosecutor's Office.

The Office for Supervision of Compliance with the Rights and Freedoms of Citizens will accept any complaints from the population and deal with them. There were no analogues of this in the history of Russia, and, in fact, the Prosecutor General’s Office becomes the main human rights organization of the country, according to the “Russian newspaper” .

According to the prosecutor general of the Russian Federation, Yuri Chaika, the human rights function of the prosecutor's office does not come down to measures to influence individual violations of laws. An important property of the Russian prosecutor’s office, unlike other law enforcement and court bodies, is its ability and powers to respond to violations affecting the rights of many citizens.

"So far, there is a certain gap between the constitutional guarantees of human rights and the real capabilities of citizens for their implementation. This problem is not only Russian, but also other developed countries with very long democratic traditions. We are talking directly and openly about our troubles and problems," Chaika said.

The state of Russian society is such that not only pensioners, people with disabilities, elderly citizens and adolescents, but also the working population, said, said the Prosecutor General and listed possible human rights violations:

- the right to protect against unemployment,
- the rights of employees to rest and safe working conditions,
- The right to reward for labor,
- rights to environmental safety, health protection and affordable medical care,
- the right to protect intellectual property,
- The right to freedom of entrepreneurial activity, etc.

In his opinion, the task of the prosecution authorities is that the arsenal of authority provided to prosecutors as much as possible contributes to the disclosure of the creative potential of the individual, its improvement, strengthening the legal foundations of the state. To realize the powers presented by the prosecutor's office, there is a wide field of activity.

He noted that during 2001-2005, prosecutors allowed six million complaints, statements and appeals of citizens. They touched labor, pension, housing, and other social rights.

The Main Directorate for Supervision of the implementation of federal legislation will also appear an analytical unit that will be engaged in, including supporting priority national projects and supervision of compliance with legislation by the subjects of the Russian Federation and municipalities. The newly created control for the protection of the rights of citizens will also connect to this work.

The Prosecutor General’s Office explained that the new management would work both point -out - for individual complaints, and conduct wide prosecutorial checks. “We are not talking about initiating and investigating criminal cases. The management will be engaged primarily supervisory functions, protect the rights of citizens with all the means established by law. The new Prosecutor General was appointed to this position on June 23 by the Federation Council on the proposal of the President of the Russian Federation.
