Senators are ready to take calls from repentant militants

Russian parliamentarians have come to grips with the issue of amnesty for Chechen militants. Deputy Chairman of the Duma Security Committee Mikhail Grishankov confirmed yesterday that at one of the first meetings of the autumn session, deputies may declare an amnesty for members of illegal armed groups. According to Mr. Grishankov, there is already a working group in the State Duma that is developing a corresponding bill together with the National Anti-Terrorism Committee.

Let us recall that it was NAC, led by its chairman, FSB head Nikolai Patrushev, who came up with a proposal in mid-July to grant amnesty to the militants. Mr. Patrushev announced that those who wish to stop resistance and lay down their arms can do so until August 1 - in this case they will be guaranteed an objective investigation of their activities and possible release from punishment. But the Chechen authorities, represented by President Alu Alkhanov and Prime Minister Ramzan Kadyrov, asked him to extend the deadline. NAC agreed with the arguments of the Chechen authorities, and recently it was decided to extend the delivery deadline until September 30. Perhaps by the end of this period an amnesty will be announced, which will provide a legal basis for the release of surrendered militants from criminal liability.

The deputy chairman of the security committee believes that even if a hundred people take advantage of the amnesty, this will already be a good result. Human rights activists agree with him, in particular the head of the Moscow Helsinki Group Lyudmila Alekseeva, who called this initiative “strategically correct.” Human rights activists, however, doubt that the Russian law enforcement system is capable of ensuring real objectivity of the proceedings, and remind that hundreds of militants were actually legalized, going over to the side of the new authorities of Chechnya, bypassing any official procedures.

Meanwhile, the Federation Council commission for analyzing the situation in the North Caucasus published the telephone numbers of senators who are ready to personally accept requests from militants to surrender to the authorities. It included 17 senators, including representatives of all North Caucasian republics.
