The Parliament of the Yamalo-Nenets District elected a Moscow billionaire as its senator
There will soon be one more billionaire in the Federation Council. Yesterday, the State Duma of the Yamalo-Nenets Autonomous Okrug elected Dmitry Ananyev, Chairman of the Board of Directors of Promsvyazbank, as its representative in the upper house of the Russian parliament. To do this, the deputies urgently interrupted their vacations. As they explained to a Vremya Novostey correspondent in the State Duma of the Yamal-Nenets Autonomous Okrug, there was no other choice: in a few days the period during which parliamentarians can elect their representative will expire. If the required number of deputies had not gathered in the conference hall on Wednesday, a dangerous precedent would have appeared.
Let us remind you that the legislative branch of the Autonomous Okrug was unexpectedly left without its representative in the Federation Council in May of this year. Until this time, its interests in Moscow were represented by the former deputy head of the State Customs Committee, Boris Gutin. However, after Russian President Vladimir Putin reformed customs, changed its leadership, and the prosecutor’s office hastily identified high-ranking “werewolves” in the customs department, Speaker of the Federation Council Sergei Mironov, without explanation, asked the Yamal residents to recall their senator. Mr. Gutin himself told reporters that he did not understand the reasons for disfavor on the part of a third party in the state, and refused to write a statement of his own free will. True, the day before the issue was considered in Salekhard, he nevertheless signed all the papers and resigned.
Consultations on the candidacy of a new senator lasted three months. Their result was yesterday's extraordinary meeting of the Yamal State Duma. The United Russia faction proposed delegating the right to represent the interests of the region in Moscow to the chairman of the board of directors of Promsvyazbank, 37-year-old Muscovite Dmitry Ananyev. Forbes magazine estimates his fortune at $1.1 billion and attributes his ownership to Russia's largest system integrator Technoserv A/S, shopping and office centers in Moscow and St. Petersburg, cottage communities in the best places in the Moscow region, and Arguments and Facts newspapers. In the Yamal parliament, Vremya Novostey was told that initially Mr. Ananyev had a competitor - his brother Alexey (the rights to the entire business were divided equally between the brothers). But in the end, the party in power chose the younger brother. To explain their choice, parliamentarians - either jokingly or seriously - gave the following arguments: Dmitry Ananyev is an exemplary family man, the father of four children (his older brother has “only” three children) and is tall (190 cm) . However, another version looks more viable: Ananyev Jr. is not only a businessman, but also an adviser to the Chairman of the Federation Council Sergei Mironov.
After all the merits of Dmitry Ananyev were announced, State Duma deputies held a secret vote. 13 parliamentarians were in favor of electing the businessman, one was against. Mr. Ananyev will officially become a member of the Federal Assembly after the Senate confirms his powers. However, no one doubts that this will happen, given Dmitry Ananyev’s relationship with Sergei Mironov.
Let us remind you that in the near future the Federation Council should be replenished with three more new members. In May, together with Yamal Senator Boris Gutin, Mr. Mironov asked the parliaments of three more regions to recall their representatives from the Federation Council (Khakassia - Arkady Sargsyan, Nenets Autonomous Okrug - Alexander Sabadash and Primorsky Territory - Igor Ivanov). In Khakassia, a new senator will be elected at the session on September 6; nothing is yet known about the dates of the election of new senators from the Nenets Autonomous Okrug and Primorsky Territory. However, it is possible that the elected regional parliamentarians, as in the case of the new Yamal senator, will be people close to Mr. Mironov. So as not to recall them in vain.
