The "flood" case

Isa Archakov is the same investigator who conducted the case of the embezzlement of “flood” money.

In front of all of Ingushetia, some of its inhabitants suddenly for no reason, new beautiful mansions of high fences grew for no reason - and these people were not affected by floods. Others are still ready to show their blurry and never restored shacks. Of course, no one saw documents on the assignment of “flood” money - this is impossible in the conditions of the current Ingush reality, where the connection between the authorities and the people is absolutely broken. And that means that rumors had every reason to grow stronger and multiply.

“It so happened that for a while I left the prosecutor’s office,” says Isa Magomedsultanovich. - But after the fighters attack on Ingushetia in June 2004, I was asked to return - there were not enough people, things lay for months without movement. When I started work again, they gave me primarily economic affairs - because I was more experienced in this than others. In addition, no one wanted to take these matters.

“This is a mathematical task,” explains Archakov. - The essence of the act was that false lists were compiled on fictional victims. Lists were approved by the government commission. Then they got into the savings bank for payment. A specific controller and a sales cashier signed up for “fictional” money - they were charged with them.

This explanatory was written in February 2005 - when a barrel from the Republican prosecutor’s office rolled on Archakov. Formally, dissatisfaction with the investigator was formed in such a way that he “dug the case” has been working on him for too long. He was reprimanded, later - another, and then "incomplete official correspondence."

By that time, the business of protecting republican officials was transferred into reliable hands. In Ingushetia, a republican prosecutor was replaced. The previous one, Belkharoev, passed the case to Kalimatov, whose candidacy was long and persistently lobbying in Moscow by President Zyazikov. Why did you lobby? After all, Belkharoev was not distinguished by any obstinacy ...

With the advent of Kalimatov, of course, a shake of old affairs and former people began: they began to clean the city and district prosecutors from “not their own”.

“They told me directly: we need to make room,” the investigator replies. - You are “not your own”, from Malgobek, Kalimatov - from Sunzhi. That is, from this area. He has many relatives here, we must attach. Kalimatov takes controlled - illiterate, without a legal framework, without experience, most “for money” graduated from institutes - everyone knows: who is “for money”, who for knowledge.

In addition to him, the Sunzhensk prosecutor’s office was offered to leave “in a good way” Gelanie Merezhuev, the prosecutor of the district, for “lack of proper control over operational employees” (over Archakov), Merzhuev refused, and they also began to poison him. And when the arguments of Meryuyev supported the deputy district prosecutor Ayup Nauruzov, persecution also touched him.

"170 claims"

Archakov tried to dismiss, and he tried to challenge every penalty imposed in court. Pedantic, as befits the investigator of the prosecutor's office.

A third -party person of Kalimatova may seem only funny. But Archakov did not consider it important to laugh at this strange regulation of people's personal life - he filed a statement with a request to recognize Kalimatov’s order as invalid as unconstitutional on the basis of Art. 27 of the Constitution, guaranteeing Russian citizens, the right to freely move in their free time.

And the investigator persisted: he wrote to Putin, to the State Duma, the Prosecutor Generals about what was happening with the Ingush prosecutor’s office at Kalimatov. Both Ustinov and Chaika.

The criminals were simply missed, they were negotiated, they lost valuable informants, being busy compiling a pleasant reporting in all respects. On October 20 of last year, for example, in Ingushetia, in the village of Troitskaya, the Sunzhensky district, a certain O. Athuev, assistant deputy of the State Duma V. Cherepkov was stolen. In the territoriality of the fact of the crime, Archakov opened a criminal case, it fell into the control of the Prosecutor General. Over time, Archakov managed to go on the trail of bandits in Chechnya, an informant appeared, who gave a chain, where the abducted could be and who holds it in captivity. As soon as this became known, both the informant and the case were requested by Archakov to the Republican Prosecutor's Office - this is so that they report to the Prosecutor General, not Archakov. But what happened next? In the Republican prosecutor’s office, the chain was safely “buried”, without even interrogating the informant. The reason is the same unprofessionalism of "their". “Their own” is, of course, reliable, but they do not know how to work with informants. And the likely salvation of the hostage collapsed ... Such a struggle against banditry in Ingushetia is doomed to the fact that there will be new victims every day.

At the time of the battles with the Republican prosecutor’s office, Archakov, as a sin, got the case of the illegal detention of a certain Saraliev in the temporary detention of the Sunzhensky regional police department. One fine day, the court decided to release Saraliev, but they suddenly called from the Republican prosecutor’s office and demanded Saraliev in prison. They again called in their own way, as is customary.
