The Ministry of Internal Affairs decided to facilitate the resignation of governors

The government on Thursday plans to introduce another bill to the State Duma aimed at combating terrorism. The document was prepared in the Ministry of Internal Affairs and approved by the Commission on Foreign Affairs. He offers to tighten the responsibility of officials who, with his actions or inaction, contributed to the terrorist attack. The most serious sanctions threaten the governors: after the adoption of the amendments, they can be removed from the leadership of the region on any charges.

Now the president, on the proposal of the Prosecutor General, may temporarily remove them from office if they are charged with a serious crime. According to the new rules, there is enough accusation of any crime (for example, in slander or forgery). As stated in the explanatory note, such a measure "will help strengthen the vertical of power, and will also have an additional discipline effect on the specified category of officials."

According to Vedomosti , the Ministry of Internal Affairs proposes to amend Articles 292 and 293 of the Criminal Code punishing for official forgery and negligence, as well as Article 114 of the Code of Criminal Procedure on the temporary removal of the heads of regions. The introduction of knowingly false information will threaten not two years in prison, but four. The punishment for negligence is not proposed. But now, a “significant violation of the rights and legitimate interests of citizens or organizations or the interests of society and the state protected by law” will be considered negligence.

The authors of the bill, who were hungry for governors, argue that "in the Russian Federation, individual territories are used to prepare terrorists with actual connivance of officials responsible for ensuring public order."

Pavel Krasheninnikov, chairman of the State Duma Committee on Legislation, is not familiar with such an initiative and is not taken to predict the likelihood of its passage. Gennady Gudkov from the Security Committee supports the idea of ​​tightening the responsibility of officials. But, according to him, “legal execution raises questions”: it is not clear how to separate negligence in case of terrorist attack from other cases, this can lead to unreasonable tightness of responsibility.

The chairman of the Beslan Parliament Commission of North Ossetia Stanislav Kesaev doubts that the tightening of responsibility is seriously afraid of officials. In his opinion, the most cruel punishment for them is the ban on holding positions in the civil service. But now, he emphasizes, the “switchmen” carry punishment: so, after Beslan, the accusations of negligence were brought to police officers from regional departments, and the generals had to answer, Kesaev was sure.

Who is persecuted

Of the current governors, three of the criminal cases became the defendants in criminal cases: the heads of the Yaroslavl region, Kamchatka and Khakassia Anatoly Lisitsyn, Mikhail Mashkovtsev and Alexei Lebed. In March and August 2004, Mashkovtsev and Lisitsyn were accused of exceeding official powers, and in 2005 cases were discontinued.
