On October 16 , Russian President Vladimir Putin signed the law “On Amendments to Article 32 of the Law “On the Commissioner for Human Rights in the Russian Federation.”

This law is aimed at clarifying the competence of the Commissioner for Human Rights in the Russian Federation (ombudsman) in connection with the adoption of the law “On Parliamentary Investigation”. According to the changes, in the event of a gross or massive violation of the rights and freedoms of man and citizen guaranteed by the Constitution of the Russian Federation, the Ombudsman has the right to appeal to the State Duma with a proposal to create a parliamentary commission to investigate the facts and circumstances that served as the basis for a parliamentary investigation. In addition, he is given the right to participate in meetings of the chambers of the Federal Assembly of the Russian Federation when they consider the issue of approving the final report of the said commission, as well as the right to apply to the State Duma with a proposal to hold parliamentary hearings on facts of violation of the rights and freedoms of citizens and to participate in these hearings, reports ITAR-TASS .
