Anatoly Lisitsyn remained the governor of the Yaroslavl region for a fourth term

The Yaroslavl Regional Duma approved Anatoly Lisitsyn as the governor of the region for one more period. Lisitsyn's candidacy was proposed by Russian President Vladimir Putin.

“For” 42 out of 44 people present at the meeting (in total in the Duma of 49 deputies), two spoke “against,” ITAR-TASS reports. The vote passed almost exactly, as the chairman of the regional Duma Andrei Krutikov predicted last week.

Lisitsyn was born on June 26, 1947 in the village of Bolshoi shifts of the Tver region. He graduated from the Leningrad Forestry Academy. In 1963 - 1987, he worked at the Rybinsk Woodworking Freedom Plant.

Since 1987, Lisitsyn has been held by government posts: the chairman of the Central District Executive Committee of Rybinsk, then the chairman of the Rybinsk city executive committee.

In December 1991, Lisitsyn was appointed President of the Russian Federation acting, in September 1992 - the head of the administration of the Yaroslavl region.

Lisitsyn was elected three times the governor of the Yaroslavl region - in 1995, 1999 and 2003.

The name of the Yaroslavl governor periodically falls on the first lanes of the newspapers. In 2002, he proposed uniting the Yaroslavl region with Kostroma, motivating this by the fact that the merger of weaker regions with stronger regions would allow donor funds not to Moscow, but directly to support the weak regions. In the same 2002, he banned the holding of Corrida in Yaroslavl.

In 2004, Anatoly Lisitsyn became a defendant in a criminal case. The governor of the Yaroslavl region was charged under Article 286 of the Criminal Code of the Russian Federation - "Excess of official powers." The Prosecutor General’s Office said then: “Lisitsyn, occupying a public position of a constituent entity of the Federation, committed a number of violations in the provision of loans, subventions and state guarantees to a number of organizations, which caused damage to the regional budget in the amount of more than 1.5 billion rubles.”

In 2005, the case was terminated. This was done with the consent of Lisitsyn himself in connection with the expiration of the statute of limitations of criminal prosecution. At the same time, the Deputy Prosecutor General of Russia in the Central Federal District, then noticed: "The investigation unequivocally established that the actions of the governor of Lisitsyn to the regional budget caused damage worth more than 1 billion rubles. And the fact that Lisitsyn agreed to terminate the criminal case indicates the recognition of actions that entails criminal liability."

The governor himself at the same time expressed his categorical disagreement with the conclusions of the investigation. The governor’s lawyers have repeatedly appealed both the legality of the initiation of a criminal case against the governor, and attracting him as the accused. However, the Basmann district and Moscow city courts rejected the complaint.
