In the issue dated November 6, 2006, a note appeared that the mayor of Arkhangelsk announced his desire to run for president of Russia. In my opinion, such an adventure is quite understandable. I live in Arkhangelsk, and I immediately had a feeling of déjà vu. The fact is that several years ago A. Donskoy ran for the post of governor of the Arkhangelsk region. At that time, many still did not understand the reasons for such an adventurous step. But everything was explained quite simply. In six months, elections for the mayor of Arkhangelsk were supposed to take place. And the regional campaign simply became a promotion for real goals. Donskoy won the mayoral elections. Are the current presidential ambitions another attempt to show off in front of the forces that are solving the problems of power in the region? In this case it's the federal government...

The weekly Kommersant Vlast #38 dated September 25, 2006 published the article “We must show courage and tell the truth.”
The personality of I. F. Tevosyan is presented in it through anonymous letters, which Tevosyan himself called slander. In numerous memoirs and articles about I. F. Tevosyan, everyone who knew him closely and worked with him notes his father’s extraordinary humanity (“Soldiers of the 20th Century,” section 2, “People’s Commissars of Victory,” 2005, “Memories of I. F. Tevosyan", 1991, etc.). In our family, she created a special atmosphere of trust and love.
Here are excerpts from the memoirs. Corresponding Member of the USSR Academy of Sciences V. S. Emelyanov: “He was a man of seething energy, a man of action, did not spare himself, and even on the most important and difficult days he thought and cared about others. The people with whom he worked understood and felt this well Tevosyan never lectured anyone, did not push back, did not humiliate. He only advised, and in disputes he always convincingly explained the mistakes of his opponent and the correctness of his point of view” (conversation between V. S. Emelyanov and Professor Kumann). Deputy Head of the Scientific and Technical Department of the NKTP A.V. Ziskind: “In 1957 I returned to Moscow. I was rehabilitated. And on the same day Tevosyan called me, invited me to his place, then took me to the apartment where I was staying... Through the day I received a personal pension of union significance. I. F. Tevosyan lived only 56 years. Throughout the years of the Great Patriotic War, he, as People's Commissar, led the country's ferrous metallurgy. In 1943, he was awarded the title of Hero of Socialist Labor for “exceptional services to the state in organizing the production of high-quality and high-quality metal for all types of weapons, tanks, aircraft and ammunition in difficult wartime conditions.” In the post-war years, the metallurgy led by Tevosyan and the main branches of heavy industry supervised by him as Deputy Chairman of the Council of Ministers - oil, gas, coal industry, shipbuilding, geology, construction of heavy industry enterprises - quickly restored the economy destroyed by the war. Tevosyan personally participated in the creation of jet engines, the nuclear industry, and space technology.
We believe that only the true truth should be published about a bright man of such stature, who has done so much for the country, paying tribute to the feat of his short life.

Tevosyan, but about the morals that reigned at the top of the Communist Party and the Soviet government after the 20th Congress. In our opinion, the texts of the then fashionable anonymous letters to the authorities cited in the article speak no less about the history of the country than enthusiastic memories.

I am a regular reader of your magazine. Previously, my relatives bought it and sent it to me, but starting this year I signed up for a subscription at my “place of residence.”
Recently, in magazine #19 dated May 15, 2006, I read an article “0.4% of freedom for the anniversary of parliamentarism,” in which the author Pavel Chernikov gives figures that it is planned to allocate 54 billion rubles to improve the conditions of prisoners in 2007, then there is an average of 63,754 rubles. 43 kopecks per person.
Due to the fact that there are many people in our country who are interested in such information (prisoners, their relatives, etc.), I ask the editors to find out and write in detail - where, on what and by whom are such amounts spent?
I would also like to add that I have been in free prisons since January 2001 and I assure you that until now, food and clothing allowances for prisoners have changed only on paper, but in reality everything has remained at the same level, although leaders of different ranks assure at every corner that in prisons and colonies food has been improved, living conditions have been improved, etc.
I express my sincere gratitude to all the editorial staff for their professionalism and objectivity; your magazine is one of the few publications that is interesting and useful to read in our time.

From the editor. Dear Mr. Ushakov! Thank you for your attentive attitude to the magazine and we will clarify the information you are interested in. In May of this year, the director of the Federal Penitentiary Service, Yuri Kalinin, announced a new targeted program to improve the care of prisoners. It provides for the allocation of 54 billion rubles, but not in 2007, but over 10 years. These funds are expected to be spent on the construction of pre-trial detention centers and the development of a medical support system.
As for the costs of maintaining prisoners in recent years, we bring to your attention a graph illustrating their dynamics. The graph shows that the costs of the penitentiary system as a whole are growing much faster than the costs of maintaining prisoners.
You probably know that government decree No. 205 of April 11, 2005 introduced new food standards for prisoners (Vlast wrote about this in No. 17 of May 2, 2005 in the directory “All Prisons in Russia”). Their main difference from the old ones is that the prisoner’s daily ration now includes 100 g of cow’s milk, 10 g of soy flour, 0.2 g of mustard powder, 25 g of dried fortified jelly (or 10 g of dried fruit). The extent to which these standards are met is, of course, best seen by the prisoners themselves.
