The State Duma introduces the financial isolation of the domestic political life of Russia from the West

The Russian State Duma forbade to make donations to the Foundation of the RF referendum to non-profit organizations that received funds from abroad or from Russian firms with the participation of more than 30% of foreign capital or Russian hospital. The deputies adopted such amendments to the Constitutional Law "On the Referendum of the Russian Federation" at a plenary meeting on Friday, Interfax reports.

Thus, those non -profit organizations (NPOs) that received funds or other property from foreign states, legal entities or individuals cannot make donations to the referendum fund. Moreover, the ban is valid if the NGOs received funds from Russian legal entities with foreign participation, where the share of foreign capital exceeds 30% on the day of transfer of funds.

In addition, the ban is valid if the NGOs received funds from legal entities, in the authorized capital of which the share of the Russian Federation, constituent entities of the Russian Federation or municipalities also exceeded 30% on the day of transfer of donation.

Such a ban for non -profit organizations is valid for one year from the time of receipt of funds or other property from foreign states, legal entities or individuals who are prohibited from making such donations.

At the same time, the ban is canceled if the NGO has returned funds or other property that transferred them to foreign states, legal or individuals before the day of the donation.

The adopted amendments are the first real steps to carry out a plan for the prohibition of financing parties and election campaigns from abroad through non -profit organizations. In mid -November, deputies from all Duma factions initiated such a bill with restrictions that were adopted on Friday to finance referenda.

Recall that on the eve of the CEC complained thatthe financing of the United Russia party , which is carried out through non -profit organizations, was practically not amenable to control.
