Karev’s name was also repeatedly mentioned during the investigation of the criminal case of theft by fraud of funds from the Volgograd Utility Systems company in connection with the “black cash desk” of the arrested mayor of Volgograd Evgeniy Ishchenko . According to FSB materials, the chairman of the City Duma systematically received from this “black cash” from 1 thousand to 20 thousand dollars a month. Mr. Karev himself admitted in an interview at the beginning of June 2006 that he received 700 thousand rubles from Mayor Ishchenko. at the end of January and 26 thousand dollars in February, but “borrowed.”
After his arrest, Pavel Karev spent two days in a temporary detention center and was released on his own recognizance, which he “earned” with his sincere confessions and voluntary cooperation with the investigation. Immediately after leaving the walls of the temporary detention center, Mr. Karev submitted an application for release from the post of speaker and resignation of parliamentary powers.
The mayor of Volgograd, Evgeny Ishchenko, who was detained on May 30, 2006 and charged under three articles of the Criminal Code of the Russian Federation - 285 part 2 (abuse of official powers), 289 (illegal participation in business activities) and 222 (illegal possession of ammunition), continues to be detained in a pre-trial detention center.
