By the end of the year, 50% of foreign films should be duplicated by the end of the year

Until the end of 2007, 50% of foreign production films released in the film distribution in Ukraine should be duplicated, voiced or subtitles. According to the memorandum, signed on Monday in Kyiv between the Ministry of Culture and Tourism of Ukraine, 13 local distribution and rolling companies, this process will begin on February 1.

The memorandum also notes that by the end of the year 100% of films for foreign children should be duplicated. Films demonstrators are prescribed to provide complete, open, reliable information to citizens about age -related restrictions, distribution conditions and the language in which the film will be demonstrated.

In addition, all foreign paintings released for home viewing since 2006 must be kept by a voice or subtitled translation. Thus, the Minister of Culture Yuri Bogutsky told reporters, "all conditions have been created for the full application of the current law" On cinematography ", which obliges to duplicate all films in the Ukrainian language."

Another point of the Memorandum was an agreement between the parties on the preparation of bills that provide for the patronage of the state in relation to national cinema at the stages of its production, as well as to the promotion and demonstration of foreign production films, which are duplicated by the Ukrainian language.

Meanwhile, he admitted, there are a number of features that must be taken into account. In particular, Russian -made paintings will not be duplicated in the Ukrainian language. "In my opinion, there will be no problem if the films made in Russia, even in Ukrainian -speaking regions, will not yet duplicate," the minister said.

According to him, such steps towards distributors and distributors by the authorities are due to the fact that "physical capabilities in Ukraine are insufficient to ensure the implementation of an article by the law is absolutely one hundred percent." In the future, he continued, it is planned to make changes to the Tax Code, according to which the rate of rental of the Ukrainian -language film will be reduced. This, in turn, will lead to reducing prices for tickets to cinemas.

In October 2006, the Court of Appeal canceled the provision of the Government Decree regarding the installation of quotas of mandatory Ukrainian -speaking duplication or subtitia of foreign films. The document provided that by January 1 of the current year at the Ukrainian box office, at least half of all films should have been duplicated in the Ukrainian language. By July 1, this number would increase to 70%.
