If the deputy for no good reason misses 30 percent of the meetings, he will lose a third of the monthly salary, if 50 percent - half. Those who were absent for more than 70 percent of the meetings will be left without a salary. The difficulty of applying a fines system is that it is not easy to install truants, since many deputies transfer their electronic voting cards to colleagues.
The new code also provides for liability for unethical actions - mainly for insulting other deputies. The current rules of conduct of legislators regulate Article 45 of the State Duma Rules and the "Regulation on Ethics Commission". According to these documents for the proven use of insulting expressions, the a deputy may be made for a month to lose the right to act for a month.
According to the New Code, forced silence can last up to three months. In addition, the deputy may be condemned or published in official media information about his unworthy behavior.
