USA: The UN can do without the consent of Belgrade and Profina in determining the status of Kosovo

Recommendations on the final status of Kosovo Special Representative of the UN Secretary General Marti Akhtisaari can be developed without the consent of the conflicting parties, the US special representative for Kosovo Frank Vizer believes.

"I hope that Belgrade and Primetina will still agree with Akhtisaari. If consent is not possible, Marti Akhtisaari is not a wizard," he will make his verdict and tell what decision he considers fair, "Viszer said in an interview with the Kommersant newspaper, published on Monday.

He affirmatively answered the question of whether such an Akhtisaari has such a right and recalled that "according to the UN 1244 resolution, the responsibility for making the final decision regarding Kosovo lies with the UN Security Council, who appointed Mr. Akhtisaari for the current post."

Wizer noted that on February 21, the negotiations of Akhtisaari with Belgrade and Protina should resume . “Nobody will put an artificial temporary framework for their completion. But you can’t delay the negotiations either ... If everything goes fine, I think that by mid -March, Akhtisaari will transfer the plan to the Council of Ministers, which will make a decision,” Vizer emphasized. Recall that Akhtisaari insisted on negotiations on February 13. But this caused a strong discontent of Belgrade, which demanded to postpone them until the moment when new parliament and government were formed in Serbia. Serbian President Boris Tadich proposed delaying the meeting in Vienna for 10 days.

Speaking about the right of the veto that Russia has, Wizer said: "It will be better if we finish with Russia to complete the Kosovo process, which we began together. Better for us and for the region."

Answering the question whether the United States will meet Russia on the issue of South Ossetia if Russia agrees with the United States in the question of Kosovo, the special representative replied: "The United States is ready to take responsibility for solving any problems together with Russia. And what will be the formula in South Ossetia, I do not know today."

I must say, many diplomats call Marty Akhtisaari proposals, on the basis of which the independence of the region will be proclaimed. At the same time, in the text of the plan, by determining the status of the region, there is no word "independence".

According to Reuters, according to this plan, the authorities will receive the right to conclude international treaties and join international organizations. Kosovo will receive his own symbols, including the flag and anthem, which will reflect its multinational character, as opposed to the Albanian two -headed eagle, which is currently being used. The national minorities, first of all, will be given exclusive rights in the region and protection is guaranteed.

The document stipulates the creation of professional and multinational "Safety Forces of Kosovo", equipped with light weapons, with a civilian regulatory body. The province will also have control over the borders. In fact, Kosovo will receive almost all attributes of an independent state, but with limited sovereignty.

As Marti Akhtisaari himself said, this plan is another chance for the Serbs and Albanians to come to a compromise in the issue of Kosovo status. Meanwhile, the acting Ambassador of Serbia in Russia, Elitsa Kuryak, said that Belgrade would not accept proposals that will lead to the independence of Kosovo. Serbia categorically rejects the independence of the province. Belgrade offers Kosovo Albanians a “essential autonomy”, insisting that he should preserve that this week one senior Serbian official called the “lining of Serbian sovereignty”.

The Akhtissaari plan caused an ambiguous reaction in Kosovo himself. The Prime Minister of the Territory by Agim Chek expressed confidence that the proposals of Akhtisaari would be successful.
