
In Ukraine, early parliamentary elections and the formation of a new government may occur, if the opposition who left the Verkhovna Rada meeting on Tuesday continue their advance to the prime minister of Viktor Yanukovych, Kommersant writes. Recall that the factions of the Bloc Yulia Tymoshenko (BYUT) and the pro -PREASED Party "Our Ukraine" on Tuesday announced an unlimited boycott of the meetings of the parliament. The "orange" forces threatened that they would not return until the government of Viktor Yanukovych fulfills their ultimatical requirements. The opposition was supported by President Viktor Yushchenko.
Butus and "Our Ukraine" jointly nominated the ruling coalition 17 requirements, and after half an hour they left the hall of meetings. Tymoshenko said that the "orange" would not leave the parliament building, and in its walls they will develop a plan for the struggle with "gangster clans that seized power," writes the newspaper Vedomosti .
The list of claims put forward is extensive: to expand the constitutional powers of the president, hold a referendum on the form of government, immediately appoint a proseter of Yushchenko - acting to the post of Minister of Foreign Affairs Foreign Minister Vladimir Ogryzko, to dismiss the Prosecutor General of Alexander Medvedko and the Minister of Internal Affairs Vasily Tsushko, terminate the contract with Rosukrenergo, withdraw internal troops from subordination of the Ministry of Internal Affairs and re -brown them directly to the president, switch to direct agreements on gas supplies with Russia, denunciate Ukraine to join the unified economic space with Russia, Belarus and Kazakhstan. In addition, the opposition called on Viktor Yanukovych and his supporters to stop attacking the Ukrainian language and culture, as well as overcome the tariff crisis caused by an increase in utility prices.
On Monday, Yushchenko said that he generally agreed with these provisions, but asked the opposition to remove and clarify individual points. On the sidelines of the "orange" deputies recognized that the requirements are obviously impossible and put forward in order to create conditions for the dissolution of the Verkhovna Rada.
If the parliament is paralyzed within 30 days, it can be recognized as incompetent. But yesterday I worked as a normal mode, 248 deputies registered in the hall at a minimum of 226.
The deputy from the BYuT faction said that the opposition has a “reserve option”: the president will not sign any of the laws adopted by the ruling coalition. But the representative of the Party of Regions Vasily Kiselev is sure that the ruling coalition will be able to dissuade Yushchenko from participation "in adventures." He said that on the late evening of Tuesday, a meeting of the president with Yanukovych and the chairman of the parliament Alexander Moroz was planned. The latter promised that by the end of the week the constitutional majority will be in the coalition, dissatisfied Tymoshenko will join it.
However, the leaders of the "orange" forces also announced their intention to intensify campaign work in the regions and raise the population to fight power. The beginning of the mass speeches of the opposition against the Yanukovych regime is scheduled for May.
According to political scientists, an aggressive onslaught of the opposition can ensure it success. But for this, according to experts, it is necessary that BYuT and "Our Ukraine" show endurance and continue to persist in their desire to create a parliamentary crisis. In this case, the country may well wait for early parliamentary elections. “The parliament is increasingly appearing as an inappropriate political institution that has lost any meaning. It is one thing when the struggle is going into the hall, and it is completely different when the political half of the parliament is simply absent,” said Vadim Karasev, director of the Kyiv Institute of Global Strategies. “The parliament is turning into a body of only three political forces: the part of regions, communists and social pages, that is, to the Parliament of the East.” In this case, according to Karasev, the constitutional crisis is transformed into parliamentary, which will open up opportunities for the government crisis and give "more relief legal grounds for the dissolution of the Rada and early elections."
