However, as the partner of the Knight Frank Rieltor company Andrei Petrov notes, "the appearance on the Okhotnaya series of the office center would even complicate the automobile traffic in the center, would strengthen parking problems and would become too costly." The specialist considers restructuring for the hotel complex as an ideal solution, and the first floor should be assigned to trading galleries. “In favor of this idea, both the location of the building in the historical center of the capital and its architectural appearance, as well as the transport situation,” Petrov explained. “If the hotel appears at the site of the State Duma, it will not only remove the excessive transport load on the center, but will also allow adjacent streets to turn into a real trade paradise. Now the presence of administrative buildings inhibits such development.”

The head of the State Duma committee, by property, Viktor Pleskachevsky believes that when selling the State Duma, will be in great demand: "It also matters that it is located in the center and proximity to the Kremlin. Moreover, the price will be crazy. However, a specific amount should be set only by auction and as publicly as possible."
