The alleged scheme is simple: energy acts will be distributed between state corporations and raw materials. Such a scheme may allow the state to pull out a depressive industry. And certainly will allow maintaining actual control over it.
“Private”, according to the plan of the reformers, should accumulate and invest billions necessary for the resuscitation of energy for a couple of years. But, apparently, a significant part of the generating capacities will only be shifted from one state pocket to another.
The arrival of Gazprom to the energy is quite logical, even if you do not take into account the statements of its leaders about the desire to build a transnational energy corporation. Inside the country, gas is sold at prices much lower than European ones, and Gazprom actually subsidizes Russian gas consumers. The acquisition of generating capacities will allow a gas giant to integrate a kind of production chain of raw materials - electricity production within the country.
Prices for electricity, unlike gas prices, are only partially regulated. That is, part of the electricity produced can be sold on the emerging energy market, and given that the demand for electricity over the past years is continuously growing, the prices for electricity implemented in the open market will be at a fairly high level. This will allow Gazprom to increase the profitability of gas sales within Russia.
Such a model is good for Gazprom, but it is harmful to the electric power industry. To acquire new assets (now in the energy sector), Gazprom will again need billions of dollars, which he does not have. Therefore, the company will continue to increase its duty, while limiting investments in gas production, which already actually stagnates. At the same time, over time, under -investment will affect energy acts ...
The funds that companies will receive from the sale of their additional minions will be enough only for the first stage of modernization. It is not a fact that the second “Gazprom” will generally be able to take money from someone except the state. Moreover, Gazprom is not a very effective owner, but the pursuit of all new assets continues.
Private investors will nevertheless come to the industry, but they will get only those assets that do not attract state guies. But not everyone will be allowed.

But on such conditions, a large business is ready to come to energy and even overpay for assets. Why? Two options are possible: either the main business of these holdings is a large consumer of electricity and they want to guarantee themselves uninterrupted supplies of this resource, as well as reduce costs, or holdings will try to build a separate business on this. Norilsk Nickel seems to try to follow the second path. The logic of its shareholders is also understandable: they will receive income from the capitalization of assets and the operating activities of energy companies, as they will become one of the few who can invest really significant funds in the energy and quickly increase the generation. However, this is not enough to cover the deficit in the market, which means that they will receive a fairly attractive price.
Thus, in a few years we can get a market with a small number of players, and some of them will not be able to expand production, which means that high prices for electricity and its deficiency will remain. This will not directly affect ordinary citizens, they will continue to receive electricity at “state” prices, but it will restrain economic development.
