The Government of the Russian Federation at a meeting on Thursday approved a bill on paid roads. "The purpose of the bill is the development of a network of roads, improving the conditions and safety of road traffic, attracting investment in the road sector," said the Minister of Transport Igor Levitin, who acted as a speaker on this issue, Interfax reports.

He emphasized that according to the bill, paid roads can only be in state or municipal property. At the same time, a prerequisite for the creation of a paid road should be the presence of a free alternative travel, which will ensure the constitutional right of citizens to freedom of movement, the minister said.

Meanwhile, the head of the Ministry of Emergencies Sergei Shoigu drew attention to the fact that this bill does not take into account the issues of duty on paid roads

In the conclusion of the discussion, Prime Minister Mikhail Fradkov proposed to approve the bill and send it to the State Duma, but emphasized that the work on his refinement would continue. The Cabinet of Ministers agreed with this proposal.

To increase the investment attractiveness of the road industry, the bill provides for the possibility of attracting private investment in projects for the construction and operation of paid roads.
