President of Ukraine Viktor Yushchenko met on Tuesday with Prime Minister Viktor Yanukovych. The main issue that was discussed during the last 4.5 hours of conversation is ensuring the steady execution of the decree on the early elections of the parliament. The prime minister left the president’s residence without communicating with journalists. Yushchenko also does not comment on the meeting.

Some details were reported by the presidential press service. According to the president’s official website , at the meeting, Yushchenko emphasized that in accordance with the country's constitution, the presidential decrees are mandatory in Ukraine. The head of state noted that the Cabinet of Ministers is not a political force and cannot be covered by the decision of the Verkhovna Rada, and according to the decree, appropriate steps to ensure the activities of the CEC.

Particular attention at the meeting was paid to the issue of ensuring financing by the government of extraordinary elections. Yushchenko told the prime minister that the legal composition of the CEC reported the ability to organize democratic elections. The return of the previous composition of the CEC, emphasized the president recognized by the court involved in the falsifications of elections - 2004, not only illegally, but also immoral.

"The president will not cancel his decree on the early termination of the powers of this Verkhovna Rada. The head of the government as a statesman cannot but understand that the decision of the head of state is final and is subject to mandatory implementation. Therefore, the Prime Minister should look at the future and focus on preparing the country for elections," Baloga believes.

According to him, President Yushchenko and Prime Minister Yanukovych agreed to “guarantee a legitimate and peaceful way to get out of the political crisis” in the country.

An emergency meeting of the president and speaker of the Verkhovna Rada Alexander Moroz is expected, ITAR-TASS reports with reference to an informed source. There have been no official confirmation from the press services of the country's leaders.

The chairmen of the regional state administrations consider the threat of democracy, which does not exist in political conversations, but in real life, the main reason for the president’s decision to dissolve the parliament.

According to the heads of the regional authorities, it is possible to withstand this threat only by a legitimate constitutional way through early elections, which should return the people control over the authorities.

"We assure compatriots that all the appropriate conditions for the implementation of the democratic will of voters, ensure economic and economic stability have been created in the regions. Our work has demonstrated and will demonstrate a clear understanding and support of the decisions of the President of Ukraine to build a modern democratic country in the future," the governors said in a statement.

The chairmen of the regional state administrations emphasize that the decrees of the President of Ukraine were and will be mandatory for execution throughout Ukraine, including the presidential decree on the early termination of powers of the Verkhovna Rada. “We should pass this historical exam with dignity in order to look into the eyes of our children without shame,” the chairmen of regional state administrations say.

The heads of regional state administrations (governors) and district administrations are appointed and dismissed by the decree of the president. The statement was not signed by the leaders of the Crimea, as well as Kyiv and Sevastopol - two cities equated with areas. According to him, Yushchenko intends to hold political consultations with the government, in particular with Prime Minister Viktor Yanukovych, and expects to "achieve consent and political agreements on how to follow the presidential decree and hold early elections." The president intends to appeal to the people of Ukraine and the public and political forces calling to remain calm and through the dialogue to seek consent to hold honest and free elections, Chaly said.

The President assured the diplomats that guarantees the holding of free democratic elections and sent an invitation to representatives of the Eight countries to take part in monitoring. He is going to familiarize the leadership of the Council of Europe and PACE in the near future with the motives of his actions and discuss the situation in Ukraine.

Chaly also explained that Yushchenko issued a decree on the early termination of the powers of the Verkhovna Rada, "to protect the institution of the opposition, without which the development of democracy is impossible." “The opposition was put in such conditions that its real existence was discontinued,” the deputy head of the secretariat added.

Answering the questions of journalists, Chaly said that the representatives of the diplomatic corps during the meeting made it clear that they consider the current situation in Ukraine exclusively internal affairs and did not offer the services of intermediaries in its settlement.

Recall that the Verkhovna Rada and the Ukrainian government refused to obey the decision of President Viktor Yushchenko to dissolve the country's parliament and the early parliamentary elections on May 27. Today, the parliament, despite the decree, has gathered for its next meeting. All representatives of the ruling coalition - 262 deputies registered in the hall. Speaking in parliament, Prime Minister Yanukovych has already stated that the government will work in the usual mode to the verdict of the Constitutional Court by decree of Yushchenko.

Yanukovych also announced in parliament that an attempt on the constitutional system had occurred in Ukraine. In his appeal to the people, the prime minister said that Yushchenko wants to usurp power, trying to disperse the legitimate parliament. Yanukovych said that Yushchenko’s goal was “a return to the authoritarian presidential authority” and invited the president to “change his mind”. But if Yushchenko does not cancel his decree directed against the Ukrainian people, this will lead not only to an extraordinary parliamentary, but also to the presidential election, Yanukovych said, speaking to the supporters of the coalition near the Rada building.

Yushchenko, in turn, signed a decreecanceling the government decree that it is obeying only the Verkhovna Rada. At the same time, at a meeting with the leaders of law enforcement agencies, Yushchenko emphasized that any power intervention in the political crisis is unacceptable. The president urged not to carry out any mobilization measures.

Recall also that on the night on Tuesday, the majority of the Verkhovna Rada deputies supported the head of state with a request to disavow his decree. Parliamentarians believe that the president’s decision contains anti -constitutional norms. At the same time, parliamentarians informed the president of the adopted resolution, which contains proposals for overcoming the crisis.

The Verkhovna Rada of Ukraine also forbade the government to allocate funds for early elections appointed by the president at the end of May. The government decided to obey exclusively to the regulatory acts of the Verkhovna Rada. By a resolution, it is forbidden to execute the presidential decree to all executive authorities.

The parliament restored the old composition of the Central Election Commission of 2004. The deputies canceled the resolution on the removal of the old CEC from their duties and the appointment of new members to their posts. The chairman of the CEC in 2004 was Sergey Kivalov, now a deputy from the Party of Regions. Now the CEC is headed by Yaroslav Davydovich.
