Sobyanin criticizes the appointment of governors and offers to reform regional authorities

On May 23, the head of the Presidential Administration of the Russian Federation, the Presidential Administration of the Russian Federation, will defend the doctoral dissertation "The subject of the Russian Federation in the economic and social development of the state (competence of the authorities and methods for its implementation) at the Institute of Legislation of Russia under the Government of Russia." According to the head of the Presidential Administration, economic growth is hindered by the fact that local and regional authorities do not have enough mechanisms for managing socio-economic development.

In the part dedicated to the abolition of the governor’s elections, he recognizes the appointment of the governors legitimate and appropriate, but indicates that it can negatively affect regional systems of checks and counterweights: “This order actually shifts the center of gravity of the powerful potential towards the executive authorities of the subject of the Federation, and in particular its chapter.”

Sobyanin believes that at the level of the regions, the power system should be formed in the same way as on the federal one - on the principle of "the Ministry of - Agency - the Supervisory Body". So far, the unity of the executive system is violated - the regional legislation has not yet fully perceived the ideas of administrative reform carried out at the federal level.

The administration of the Tyumen region says that Sobyanin, while by the Governor, suggested that the executive functions be departed to regional officials, and representatives of federal departments in the constituent entities of the Federation were engaged in control and supervision.

The region owes Sobyanin by many effective innovations in the field of management, the newspaper’s source said: he began to use the program-targeted method of economy planning and budgeting, focused on the result. Under him, the regional center was introduced by the appointment system - now the mayor works as a member of the government and sits on the left hand from the governor. With the support of Sobyanin, work was underway on the system of criteria for assessing the regional authorities, which the current governor Vladimir Yakushev introduced at the State Council.

According to the newspaper, the Kremlin Sobyanin is actively involved in solving regional problems, for example, in the coordination of candidates for the post of governor. By the way, it is he who is the author of the idea of ​​eliminating the Institute for the Election of the Mayors of the Capital Cities.

Meanwhile, the head of the Center for Social Research and Innovation, Evgeny Gontmamer, believes that the 2004 administrative reform model was sensible, but could not implement it, so there is no point in mechanically transfer it to the regions.

Vsevolod Vasiliev, Nadezhda Mikhalev and Veniamin Chirkin will be opponents of the dissertation of Sobyanin. They admitted to the newspaper that they had not yet familiarized Sobyanin, but described the head of the presidential administration as "a beautiful scientist - thinking, thinking" and approved that "a practitioner of this level works on himself."

Sergey Sobyanin is 48 years old. He has been working as the head of the Presidential Administration since 2005, before that since 2000 he was the governor of the Tyumen region. Prior to the election for the governor's post, the deputy head of the administration of the Khanty-Mansiysk Autonomous Okrug worked, was a deputy of the District Duma, a member of the Federation Council, and the deputy envoy of the president in the Urals district. Sobyanin is a candidate of legal sciences. In 1989, he defended his thesis on the topic "The legal status of autonomous districts as constituent entities of the Russian Federation." It has 37 scientific works on regional problems.
