
The Moscow City Duma forbade more than two people per square meter during rallies in the capital. Such a measure provides for the bill adopted at the next meeting in the final reading "On ensuring the conditions for the implementation of the rights of citizens of the Russian Federation to hold meetings, rallies, demonstrations, processions and pickets in the city of Moscow, RIA Novosti reports.
"The norm is established by the executive authority of the city of Moscow, considering the notification of the public event, at the rate of two people per square meter of the territory, and in the premises - based on the number of seats," Anatoly Petrov Anatoly Petrov said at the meeting.
An exception is the holding of a public event on the territory of objects that are monuments of history and culture. In this case, the maximum filling of these territories is determined by the Moscow government, taking into account the characteristics of such objects, the requirements of the Federal Law "On Meetings, Raits, Demonstrations, Processions and Pickets," he added.
According to the document, the notification of the public event (with the exception of picket by one participant) is submitted by its organizer in writing directly to the executive body of the capital no earlier than 15 and no later than 10 days before the date of the event.
When conducting picket by a group of persons, a notification may be submitted no later than three days before the date of its implementation.
A notification of a public event with the declared number of participants up to 5 thousand people must be submitted to the prefecture of the administrative district in the territory of which the event is supposed. Over 5 thousand people, as well as if the event is planned to be held on the territory of several districts, to the Moscow government.
The organizers who are citizens of the Russian Federation and have reached the age of 18 should submit a notification to the executive authorities - for demonstrations, processions and pickets, and 16 years - for rallies and meetings.
The executive authorities of the city are obliged to consider the application for a public event within three working days from the date of its receipt, and when submitting paper on conducting a picket less than five days before the date chosen by the organizers of the date - on the day of its receipt.
