In the Moscow region there is a campaign to close Orthodox educational non-state institutions for orphans and children left without parental care. This was announced by the Interfax agency by the director of the Holy Alekseevsky gymnasium in the village of Olsovo, Dmitrovsky district, Maxim Leskov.

He said, in particular, that the regional Ministry of Education, on March 19, in subordinate institutions, "illegally introduced a ban on the transfer of orphans and children left without parental care to the Orthodox communities."

The letter of the ministry, in particular, notes that cases of the installation of such children in church shelters in 2005-2006 often lead to the creation of problematic situations "in the issue of protecting children's rights," including housing, their further life management, financial support. "

The letter is also called the “unacceptable” fact of transferring the child to guardianship ”with the actual residence of the child along with the guardian (trustee) in institutions at the temple.”

This letter, noted by M. Leskov, "was actually perceived at the local level as a directive that aims an administrative ban on the activities of non-state Orthodox educational institutions for orphans."

According to the interlocutor of the agency, the document issued by the officials of the officials can now lead to a series of “persecution” and forced closures of the Orthodox shelters, which today, in his expression, “outpost of coming Russia”.

Meanwhile, the Deputy Minister of Education of the Moscow Region Galina Popova said that no campaign to close Orthodox shelters in the suburbs is conducted.

“On the contrary, we in every possible way encourage the activities of non -state structures in support of childhood, actively cooperate with the Russian Orthodox Church, regularly discuss the issues of education at joint meetings, including the arrangement of children without parents. In our letter we draw the attention of municipal guardianship authorities to strictly observe Russian family and civil law, which is necessary to ensure the interests of children,” Today G. She explained that according to Article 20 of the Civil Code and Article 148 of the Family Code of the Russian Federation, an adopted or guarded child should live only at the place of permanent residence of his guardian.

According to her, on March 19, the Ministry of Education of the Moscow Region sent a letter to the municipal guardianship authorities, which contains recommendations for the creation of non -state institutions for children of orphans in the region, and children deprived of parental care, including religious organizations.

"Significant funds are allocated from the budget of the Moscow region for the maintenance of such children, including in non -state institutions," said G. Popova.
