Another proposal, the implementation of which, in the opinion of the Magadan governor, will make it possible to more effectively manage the industry and more rationally use aquatic biological resources, is to distribute fishing quotas in accordance with the annual scientific forecast. That is, as Mr. Dudov put it, the restoration of the order of “operational regulation of fishing in the constituent entities of the Russian Federation in accordance with the operational recommendations and forecasts of regional fisheries research institutes.” The Magadan governor also insists on transferring to the regions the right to establish the volume of permissible catch (TAC) for Pacific salmon and to regulate their fishing. The same applies to coastal fishing.
Mr. Dudov is convinced that it is necessary to reduce the number of species of aquatic biological resources for which the amount of permissible catch is established, excluding underdeveloped and low-value species. “The approval of the TAC for almost all types of aquatic biological resources makes it simply unrealistic to conduct multi-species fishing and regulate bycatch, which is inevitable in fishing for any aquatic biological resources. The distribution of these objects can be carried out on an application basis in coastal regions,” the governor said floridly.
He is also not satisfied with the way taxation of fishing industry enterprises is carried out. In the Tax Code, according to him, there is no mechanism for returning funds for paid but not utilized volumes of biological resources caught. “The specifics of the industry are not taken into account: extremely high risks in fishing, the difficulty of forecasting and determining the reserves of fishing objects, the influence of objective natural factors,” says the head of the Magadan region.

Mikhail Fradkov, apparently, is well acquainted with the problems of the fishing industry. “Our regulatory framework is suffering. He, however, is not yet inclined to rush to create a fisheries ministry. We discussed issues of increasing the level of organization of work in this area. If this requires concentration in one department, I will report proposals to the president, and this issue will be resolved one way or another, but this is the competence of the president.”
The governor of the Magadan region also asked the federal center to help in the construction of modern highways and the organization of railway communications. Speaking at a meeting on the development of the region, he told the prime minister that, together with the government of the Republic of Sakha (Yakutia), he proposed to the relevant ministries to consider the feasibility of building a railway from Yakutsk to Magadan.
