| The crisis with medicines for beneficiaries has been eliminated in most regions Tensions in the provision of medicines to privileged categories of citizens are gradually subsiding - this was confirmed yesterday by the heads of almost all territorial departments of Roszdravnadzor, who gathered in Moscow at the invitation of the head of the Federal Service for Surveillance in Healthcare and Social Development Nikolai Yurgel. By and large, representatives of the regions specified - each in their own way and with their own reservations - information on the progress of the implementation of the program of additional drug provision (DLO), presented in the State Duma the day before by the Minister of Health and Social Development Mikhail Zurabov. And we tried not to deviate from the given course.
“The positive dynamics are obvious, two days ago we signed all the financial documents and have already received the money in full,” Igor Chkanov, head of the territorial department of Roszdravnadzor in the Kursk region, told a Vremya Novostey correspondent. -- Now the number of deferred prescriptions in the region should decrease from 4 to 2.5%. At the moment, we have all the medicines that beneficiaries need.” Kursk is currently a relatively prosperous region, if we talk about the financing of medicine in general. But there are also not so prosperous areas.
Thus, until recently there were reports of interruptions in the supply of insulin for federal beneficiaries in the Saratov region. Now this problem has been resolved: the local administration has made a decision in principle to purchase all the drugs missing under the federal benefit from the regional budget. Which not only brings practical benefits to Saratov beneficiaries, but also adds points to the administration itself, because next year it is planned to significantly increase the degree of inclusion of regions in the DLO. This was repeatedly discussed by the acting director of the Federal Compulsory Health Insurance Fund, Dmitry Reichart, and Minister Zurabov himself. “The transfer of part of the center’s functions to the regions - for example, with regard to concluding contracts with suppliers, identifying financial sources to cover DLO expenses - in some cases will somewhat increase the operational control of cash flows within the program at the level of an individual entity, will provide additional flexibility of the system at the micro level,” Maria Denisova, general director of the marketing company RMBC, told Vremya Novostei. So, early and voluntary participation in the fate of federal beneficiaries on the part of the Saratov authorities will certainly count for them in the future. It is expected that in the coming weeks the number of preferential prescriptions for deferred care in Saratov will be reduced to 1%.
In the Altai Territory, there are slightly more unfilled prescriptions - 2% of the total number written out in the first quarter of this year (out of 690 thousand, only 15 thousand were postponed). According to the Ministry of Health and Social Development, the national average for delayed prescriptions in January was 15%, and in May - 4.1%. By the way, in Altai the debt to the authorized pharmaceutical supplier ROSTA company was fully repaid last year - 182 million rubles were transferred to the distributor.
