"We propose to make sure that the crimes are not committed at all or their number is reduced as much as possible. We are talking about the prevention of offenses. After all, this is a long -known truth: we must warn the crime, so as not to be forced to punish it. We need new laws," Nurgaliev said.

According to the minister, including a law on citizens' participation in law enforcement. "We propose to treat alcoholism and drug addiction, conduct administrative supervision of those who returned from the places of imprisonment. But most importantly, the law on the prevention of offenses itself is needed," Nurgaliev said.

He noted that "the process of preventing crime does not have an independent effective legal framework at the federal level." "The current legal norms are dispersed according to various branches of the legislation, often contradictory, fragmented, are not agreed upon each other. Therefore, despite the successes achieved, state institutions, local authorities, the public, having a tremendous potential for the prevention of crime, act disparate and ineffectively," the minister said.

Nurgaliev spoke about the formation of folk squads. “In principle, they are already there. People, tired of street and courtyard hooliganism, themselves began to offer their help. After all, it is obvious that even the most prepared and equipped law enforcement officers are powerless without wide support of the population. Nurgaliev answered possible criticism from human rights activists because of the idea to force drug addicts .

"Now the issue of involuntary treatment of drug addicts is considered in the legislative authorities.
