The State Duma adopted in the third, final reading the law introducing the qualifications of sedentary for senators. According to RBC, for the relevant amendments to Article 1. The law "On the procedure for the formation of the Council of the Federation of the Federal Assembly of the Russian Federation" voted 338 deputies, against - 77, there were no abandoners.

According to the adopted law, the appointed senator must live at least 10 years in the aggregate in the territory of the constituent entity of the federation that elects it. This norm does not apply to the current senators and those members of the Federation Council who had previously held this post from this region. In addition, the specified requirement will not apply to senators if they are appointed to a new term of the newly formed subject of the Federation, if the region, the representative of which the senator was, ceased to exist as a result of this association.

The initiator of the Settlement Center was the Chairman of the Federation Council Sergey Mironov. Previously, senators needed to be over 30 years old and have, according to the Constitution, the right to be elected to state authorities.

During the second reading, the deputies supported the amendment, which excluded the norm from the law, according to which the period during which the senator executed the powers of a member of the Federation Council will be counted within the period of residence in the region.
