The dissertations and abstracts of scientists will be checked for plagiarism without fail

The dissertations and abstracts will now be checked using the Anti -Plagiat.wak computer system, on Thursday the chairman of the highest certification commission (Higher Attestation Commission) of the Ministry of Education and Science of Russia, academician of the Russian Academy of Sciences Mikhail Kirpichnikov.

Speaking at the round table "Anti -Plagiat. Vac - Innovation against False -Helpers", Academician Kirpichnikov explained his decision by the fact that at present the writing of dissertations for the sale became a business.

The new system "Antiplagiath.wak", according to bricks, "will allow the expert advice of the Higher Attestation Commission to establish the degree of independence of the author in the preparation of the dissertation, which will directly affect the effectiveness and objectivity of the examination."

In test mode, the new Antiplagiath.wak system was applied to the abstracts of dissertations published on the VAK website .

Since last year, the Antiplagiat.ru Internet service has been operating, which for the first time in Russia has provided the possibility of checking the degree of originality of text documents online. The site compares text documents loaded on it with available network sources. Several Russian universities are successfully using this service, RIA Novosti reports. Teachers of such universities, receiving abstracts or coursework from students, download them to the site, and the system compares their texts with the texts of the works posted on the Internet for borrowing. Thus, teachers can convict unscrupulous students who download scientific works from the Internet or compile them from network sources instead of writing them on their own.

The chairman of the board of directors of Anti-Plagiat CJSC Igor Karpachev said that the Antiplagiath.wak system can use more than 8 million sources to compare information. He expressed the hope that as a result of the input of the system of "the prestige of scientific activity in the Russian Federation will become much higher." Speaking about the number of dissertations deflected by plagiarism, Academician of Kirpichnikov said that 3% of dissertations did not go through, which is about a thousand per year. Of these, only ten, i.e. One hundredth, deviates by plagiarism. In 2005, 35 thousand dissertations were defended in Russia for candidate and doctoral degrees, while about one thousand rejected the Higher Attestation Commission. Speaking about the number of dissertations rejected for plagiarism, the chairman of the VAK replied that at this time they are only 1% of all rejected work. Meanwhile, in Russia there is an established business on the preparation of “turnkey dissertations”. Outraged by this, the chairman of the Higher Attestation Committee at one time called for a criminal liability for writing scientific works by order and for the use of such services. In 2006, the Higher Attestation Commission tightened the requirements for applicants for scientific degrees and strengthened the verification of the presented scientific works for originality. From 1993 to 2005, the number of candidate dissertations approved by Higher Attestation Commission in the main areas (military, medical, agricultural, humanitarian, social sciences, natural and engineering sciences, including biology) increased from 15 thousand 679 to 30 thousand 116. In particular, the number of candidate dissertations on humanitarian and public sciences increased During this period, from 4 thousand 362 to 15 thousand 981, RIA Novosti reports.

It is not planned to double -check all the old dissertations on the new system. The chairman of the Higher Attestation Commission said that this was not necessary and explained his refusal of this "lack of funds."
