The list of suspected officials continues to grow in the Ryazan region
In the Ryazan region, the campaign launched by the prosecutor's office back in May to expose local officials of all levels and stripes continues to gain momentum. Yesterday it became known that the Chairman of the Duma of the city of Kasimov, Anatoly Tatarintsev, had incurred suspicions of abuse of power. An initiative group of deputies of this very Duma suspected their speaker of postscripts and turned to the Internal Affairs Directorate of the Ryazan Region with a request to conduct an inspection, the result of which was the initiation of a criminal case.
It added to the already very impressive list of investigations against high-ranking local officials, including the mayor of Ryazan Fedor Provotorov and the chairman of the Kasimov Committee for Municipal Property Management (KUMI) Irina Slukina. Among the suspects were two deputies of the Kasimov City Duma itself: one is suspected of tax evasion, the other of involvement in the death of two teenagers. All these cases began to appear literally like mushrooms after rain following the results of an audit of the activities of the administration of the Ryazan region, carried out in May of this year by a commission of the Prosecutor General's Office.
As the prosecutor's office of the Ryazan region told Vremya Novostey, according to the investigation, Mr. Tatarintsev was allegedly involved in abuse of official powers since 2004. As investigators found out, every quarter the chairman of the city Duma of Kasimov - one of the three large cities of the Ryazan region - asked his subordinate to add one item to the agenda of the working meeting. According to it, each time the deputies voted unanimously to reward their chairman with a monthly salary. Mr. Tatarintsev received more than eight thousand rubles for his active work in organizing the activities of the institution entrusted to him. This agenda item was drawn up, according to the prosecutor’s office, after the end of the meeting and without the knowledge of the deputies themselves. Over three years, in this way, as the investigation believes, the speaker rewarded himself with 40 thousand rubles.
This practice was discovered at the end of 2006 due to an unfortunate mistake. According to the prosecutor's office, Mr. Tatarintsev accidentally decided on the next promotion at a meeting that actually did not take place. The prosecutor’s office did not specify how the deputies found out about the antics of their chairman, but after a collective appeal from the deputies to the regional police department, an inspection was carried out, as a result of which, at the end of June, the prosecutor’s office opened a criminal case under the article “exceeding official authority.” However, as the prosecutor’s office said, “it is possible that the qualifications will be changed.”
Meanwhile, the investigation being carried out by the prosecutor's office against the Ryazan mayor Fyodor Provotorov, who, by the way, previously headed the administration of the same Kasimov, received a new continuation. As you know, two criminal cases were brought against him at once - about illegal business and about falsification of evidence. The mayor, who took “sick leave” immediately after the initiation of criminal cases against him, recently finally returned to work and was questioned by the prosecutor’s office (for a long time, investigators were unable to communicate with the official). However, the investigators were in for trouble.
Mr. Provotorov refused to provide prosecutors with samples of his voice, which were needed by the investigation into the case of falsification of evidence. It talks about an accident, as a result of which two teenagers were hit and killed by Mr. Provotorov’s Mercedes. Initially, it was believed that the mayor himself was not in the car at that moment, but another person was driving it. However, as investigators recently found out, immediately after the accident, Mr. Provotorov called his friend Sergei Vasin on his mobile phone and said that “he had problems.” At that moment, the mayor’s phone, as it turned out, was “wiretapped” by the special services, who provided the recording to the prosecutor’s office. To find out whether it was the mayor who said that he hit two people or not, tapes with his voice are needed for identification. Mr. Provotorov, whom the prosecutor's office suspected of falsifying evidence (the blood of Vasin, who, as is now assumed, was not in the car, was applied to the airbag of the Mercedes), refused to provide the recording. But according to the law, the mayor’s investigators cannot record him “forcibly.” Then, by decision of the court, a search was carried out at both his and Vasin’s places in order to discover these same voice samples. Vasin (he is a deputy of the same Kasimov City Duma), as the prosecutor’s office said, was found with a “Vepr” carbine, the documents for which he could not find. And the mayor himself, investigators found a recording with a plan of his priority affairs. The first item on the list was “neutralize the police,” the second was “control over the prosecutor’s office,” and only in third place were “economic issues.” The document was added to the case.
As reported by the Ministry of Internal Affairs, another deputy of the Kasimov City Duma, Evgeniy Gerasimov, is now under investigation. According to the investigation, previously being the director of Kasimovnerud CJSC, he failed to pay 50 million rubles. taxes.
In addition, the investigation department at the Internal Affairs Directorate of the Ryazan Region is investigating the history of the sale of two municipal properties in Ryazan. We are talking about a cinema and a hospital building on the banks of the Oka. Both of these properties were sold in 2006 for only 3 million rubles, and the investigation believes that the chairman of the city committee for municipal property management, Ms. Slukina, was negligent. However, as in the case of Tatarintsev, as noted by the prosecutor’s office, it is possible that this is only a preliminary qualification.
A wave of criminal cases against Ryazan officials arose after an inspection carried out by the Prosecutor General's Office in the regional administration. Moreover, based on its results, a warning was also issued to the governor of the region, Georgy Shpak. He, in particular, got it because the regional budget paid the governor’s electricity bills and the purchase of purely personal items for his home - a piano and even slippers. The inspectors did not officially say anything about Kasimov, who at one time was the patrimony of the criminal group “Elephants”. But the regional prosecutor's office did not deny that they received certain instructions.
