In just two or three years, Russian healthcare will have so much money that there will simply be no insoluble technological problems left for it. In the meantime, the current Minister of Health and Social Development, Mikhail Zurabov, still has to think about the material aspect of providing medical care to citizens, many of whom require expensive treatment from the first hours of their lives. The minister spoke about upcoming innovations in the field of preserving the health of young mothers and newborns yesterday at a briefing organized in his department.
The team of the Ministry of Health and Social Development focused on the development of three main areas in saving the lives of the maximum number of babies.
Firstly, this is a new standard for medical examination of infants up to one year old. In 2008, women in labor will receive a birth certificate with four tear-off coupons, and not with two - for the antenatal clinic and for the hospital, as now. Two additional coupons for 1 thousand rubles each. each is intended to pay for the services of a pediatrician conducting outpatient care of the child. And it is no coincidence that there are two new coupons, not one - this will allow the mother to change the clinic after six months in case of poor service. “Of course, from the point of view of a resident of a metropolis, the amount is not impressive,” the minister admitted. Nevertheless, the state will spend an additional 2 thousand rubles per year for each child, adding to the current 10 thousand. This money can create the necessary competition in the market for dispensary observation of infants.
The second important direction is mass registration of expectant mothers in the early stages of pregnancy at antenatal clinics. Over the past year, it has already been possible to increase this group of people under observation by 80%, which, according to the minister, has made it possible to timely detect HIV and hepatitis in a larger number of young mothers. “We are now thinking about how to prevent vertical (that is, from mother to fetus) transmission of infections,” said Mikhail Zurabov.
The third priority area of medicine for the little ones is the widest possible introduction of high-tech medical care . Which is of fundamental importance, first of all, for nursing newborns with extremely low weight. In civilized countries, which are fundamentally focused on preserving every living child, there is a perinatal unit, where nursing is carried out, in every maternity ward. The modern standard of technical equipment of such blocks makes it possible to save the lives of children from 500 grams and above everywhere . Now in the largest federal clinics such children are cared for, but each time it is like a medical feat. The minister said that our doctors recently managed to save a girl weighing 450 grams. But the purchase of new equipment will make it possible to put the feats on stream. “The transition to the international standard of live births has been possible in Russia since 2010,” the minister said.
It is also planned to build 74 new obstetric facilities as part of the national priority project “Health”. In 2008, four new perinatal centers will open: in Kaliningrad, Omsk, Irkutsk and Murmansk, and six more will be opened.
When nursing is possible in virtually any case of live birth, only moral questions will remain. Indeed, among extremely premature children the degree of disability is high. “The load on the species due to natural selection will be reduced with the improvement of nursing technologies,” the minister noted. And this has to be taken into account. For example, by making genetic testing of couples who want to become parents as accessible as possible. There will certainly be funds for this.
