Sergey Mironov wants to solve the problem of affordable housing with the help of a construction state corporation

Speaker of the Federation Council Sergei Mironov said that he is preparing a bill that can solve the problems of affordable housing for Russians. The essence of the law is to create a state construction corporation that would deal with the main issues of the construction market. He spoke about this, speaking in the Ufa Motor-Building Production Association, ITAR-TASS reports.

The state corporation must have branches in all constituent entities of the Russian Federation. According to Mironov’s plan, she would hire construction organizations in a row that would build housing to then provide it with the queue for receipt of apartments, as well as housing, which will then be provided to citizens on social rental conditions, RIA Novosti reports. Moreover, hired construction organizations will build housing at fixed prices per square meter.

"Construction companies will be interested in cooperation with this corporation, since it will mean a state order for many years," the speaker said.

Mironov explained that 70% of Russians cannot buy an apartment for any scheme, even if there is a zero loan rate, because they have no money in principle. He also cited the data of anonymous surveys of builders, according to which up to 40% of the cost of a square meter of housing is bribes for permits, land registration, delivery of the house after construction, etc.

The Speaker of the Council believes that the state corporation will solve the issue of corruption in construction, "taking on the work of legal registration and allocation of land under housing." In addition, it is also proposed to transfer the issue of issuing conclusions for the readiness of a residential building for surrender to the state construction corporation.
