The prosecutor's office of the city of Maykop (Republic of Adygea) yesterday opened a criminal case against a student of the Maykop State Technological University, Viktor Milkov, who admitted to distributing on the Internet a video recording the murder of two people based on national hatred. The prosecutor's office qualified his actions under Article 282 of the Criminal Code of the Russian Federation (incitement of hatred or enmity, as well as humiliation of human dignity). “The investigation believes that he distributed material on the Internet containing a fragment of the murder of two persons,” the Prosecutor General’s Office said in a statement. -- It has been established that Milkov received the specified material via the Internet computer network in the form of an email from an unidentified user. Attached to the letter was a multimedia file - a video containing a scene of the murder of two men, accompanied by statements aimed at inciting ethnic hatred. Realizing that his actions could incite hatred or hostility towards a group of people based on nationality, Milkov posted the specified video on the page of his “live journal”. During the inspection of the crime scene, extremist materials, including leaflets, were found and confiscated in the suspect’s apartment. He is currently detained under Art. 91 of the Code of Criminal Procedure of the Russian Federation and placed in the temporary detention center of the Internal Affairs Directorate for the city of Maykop.”
As reported by the Ministry of Internal Affairs of the Russian Federation, operatives from the Department for Combating Organized Crime of the Ministry of Internal Affairs and the Organized Crime Control Department of the Ministry of Internal Affairs for Adygea managed to find the 19-year-old student during operational search activities. Meanwhile, the Ministry of Internal Affairs of Adygea said that the young man himself came to the police to confess. The student also voluntarily handed over a hard drive containing a video of the execution and leaflets. According to preliminary data, the young man distributed a video recording the execution via the Internet, but is not its author; he only downloaded it from some Internet resource and posted it on an accessible website. According to the Ministry of Internal Affairs, work to identify those involved in the creation of the video continues. A video showing masked people killing two people, allegedly a Tajik and a Dagestani, against the backdrop of a flag with a swastika, appeared on the Internet on August 12. The Prosecutor General's Office and the Ministry of Internal Affairs of Russia began an investigation into this fact. An examination is also carried out to determine whether the recording is genuine or edited and staged.
