At the same time, it was meant that the decision on an emergency should be made in accordance with the Constitution of the USSR by President M.S. Gorbachev and Supreme Soviet of the USSR, for which V.A. Kryuchkov was instructed to prepare the sketches of the relevant decree of the Presidium and the Decree of the Supreme Council.
