The beginning of the election campaign is postponed - the "United Russia" did not have time to prepare

The presidential decree on the appointment of elections to the State Duma could not reach the "Russian newspaper", and the terms of many electoral procedures are tied to the date of its publication. The presidential administration is explained by technical reasons. The deputy head of the RG Timofei Kuznetsov told reporters that the document on Tuesday entered the editor and will be published on Wednesday, September 5. However, experts interviewed by Vedomosti are sure that this is done that United Russia manage to prepare the necessary election documents.

President Putin signed a decree on the appointment of elections on December 2 on Sunday, September 2. Theoretically, he could be published on Monday, but this did not happen. The publication of the decree was expected on Tuesday - but this did not happen, the document was not delivered to the editorial office.

Usually, the publication appeared the next day after the decree, recalls the member of the Central Election Commission Yevgeny Kolyushin, but the current delay does not contradict the law: he resists five days to publication. The postponement of the publication shifts by time many procedures that are counted from this date. The nomination of candidates from parties, for example, should occur no later than 30 days after publication, Kolyushin explains and expresses the opinion that the delay in the publication was made in the interests of United Russia.

According to the media, the party appointed a congress that should approve the lists of candidates for deputies on October 2, and if the decree on the appointment of elections was published on Monday, then the deadline for submitting the lists of candidates for the CEC would have had almost no time left for the preparation of documents, Kolyushin explained. And now United Russia will receive one or two additional days.

A source in the Kremlin confirmed that for technical reasons, the decree was not sent to the Russian Newspaper yesterday, but it will be sure to be transferred today and tomorrow, September 5, the decree will be published. There is no policy, he assured.

A source close to the CEC assures that the “United Russia” began to achieve delay not so long ago: the party did not immediately appreciate the danger associated with the late date of the congress. Indeed, in one day, it is simply impossible to prepare documents that should accompany the list of the party: only the list of these documents takes more than five sheets. The Central Election Commission in advance drew up a calendar election plan in the calculation that the decree will be published on Monday (such a plan of the CEC should be approved after the appointment of the elections). And yesterday the order was received to prepare three options for the plan at once - already from the calculation that the decree will be published on Tuesday, Wednesday or even Thursday.

It is profitable for the parties to hold the congress as late as possible, political analyst Alexander Kynev is sure: from the moment of the nomination of the candidates, the campaign period begins and any party advertising should be paid from the electoral account. But while the party has not put forward the official list of candidates, it can be campaized almost without restrictions.
