“Our expert group warns that there is a real danger of a new round of crisis in the DLO program. If, of course, we assume that such a program exists at all, given the unsystematic and chaotic nature of this system,” said Sergei Maksimov, director of the Institute of Legal and Comparative Studies. In his opinion, the catastrophic state of affairs reflects, first of all, a sharp reduction in the number of program participants - from 14 million people in 2005 to 5 million in 2007. “This was facilitated by the complete despair of the doctors, who were tortured by reproaches for issuing fictitious prescriptions,” Mr. Maksimov indicated the reason for the outflow of citizens, which was understandable to him. He explained that the Federal Compulsory Health Insurance Fund (FFOMS), through which DLO is financed, declared a significant part of the free prescriptions sold last year to be counterfeits and refused to pay for them. Which cast a shadow on doctors and pharmacists, who thereby became hostages of an incorrectly constructed system.
“The main mistake of the previous leadership of the Ministry of Health and Social Development was that it did not admit that the 70 billion rubles spent in 2006. - this is the real need of the population for medicines. Instead, they tried to stifle the need administratively. As a result, beneficiaries abandoned the program,” says another member of the Public Council, academician of the Russian Academy of Medical Sciences and State Duma deputy Sergei Kolesnikov. At the same time, the deputy especially emphasized that the failure of the DLO should not be blamed on the 122nd law on the monetization of benefits, which allowed people to withdraw money and leave the benefit program. “This law definitely has a future,” Mr. Kolesnikov said.
Another academician of the Russian Academy of Medical Sciences, the chief hematologist of Russia, Andrei Vorobyov, accused Mr. Zurabov and his inner circle of incorrectly compiling the list of drugs included in the program, and made it clear that such errors were clearly not accidental. But members of the council in no way classify Tatyana Golikova as such. Apparently, their goal, in addition to, of course, criticizing Mr. Zurabov, is to purge the Ministry of Health and Social Development of the old minister’s associates. “The minister must know the whole truth, and our task is to present this truth to her,” says Mr. Aslakhanov. The well-known children's doctor, academician of the Russian Academy of Medical Sciences Leonid Roshal put it even more clearly: it is necessary to protect Mrs. Golikova from being “done on her ears” by the same individuals who were once able to convince the president to sign an order on the creation of the Federal Agency for the Provision of High-Technology medical care - the same one that is trying to transfer the research institutes and clinics of the Academy of Medical Sciences into its jurisdiction.
