
The head of the newly created Youth Affairs Committee Vasily Yakemenko began the struggle for resources. According to Kommersant on Friday, about 53 million rubles were allocated for the maintenance of the committee for 2008. At the same time, Yakemenko himself receives the status of the minister and the right to three deputies. At the same time, he received an apparatus of 50 employees, although he claimed several hundred.
The publication includes the circle of powers of the committee, which will entail a wide state financing. The committee retrained the profile projects of the Department of Youth of the Ministry of Education and Science with a budget of 160 million rubles - it will engage in the career guidance of youth, the creation of tourist youth camps and supporting talented youth. The last direction receives additional support in the framework of the “Education” national project in the amount of 130 million rubles annually.
In addition, the committee receives the right to coordinate regional youth projects, the estimates of which reach several billion rubles. In the future, the Committee will be able to develop new federal targeted programs, the estimate of which will independently submit to the government as proposals for the formation of the federal budget.
Meanwhile, the key achievement of the Committee can be considered the right to create a federal register of youth and children's associations using state support. The Committee will be able to not only form the list itself, but also distribute state reasons for projects of organizations included in it.
Having received the post of official, Yakemenko continues to lead the movement "ours". And if so far state reasons have come to the “ours” through the NPO “Civil Club”, which won grants in the competitions for non -profit organizations of the Public Chamber, now Yakemenko will be in the jury of the youth NGOs, having received the right to legal state financing of his own organization.
