The last two insist that the verdict should be signed by members of the Presidential Council consisting of three people - the head of state and two vice presidents.

In particular, Talabani said that he would not approve the verdict against Sultan Hashim, since the latter complied with Hussein’s orders under the threat of death and contacted the Kurds during the previous regime. On the cancellation of the sentence, the ex -minister also insisted the largest block of the Sunni parties - the Iraqi front of consent.

In this regard, al-Maliki accused Talabani and his deputy-Sunnit of trying to politicize this issue, forcing the government to postpone the execution and, thereby, violate the Constitution. Al-Khashim pointed out earlier that he would resign if the cabinet continues to execute executions without the approval of the Presidential Council.
