
The supply of Polish livestock products to Russia will be resumed in the near future. This decision was come to the ministers of agriculture in Russia and Poland, meeting in Moscow. “As soon as the memorandum is signed between the services, deliveries are immediately resumed,” the head of the Ministry of Agriculture of the Russian Federation Alexei Gordeev said at a press conference. The corresponding memorandum veterinary services of both states will be signed next week in Kaliningrad.
“We guarantee both sides that high -quality livestock products will enter Russia, and imports from third countries, as well as business abuses, will be excluded,” said Alexey Gordeev. For his part, the Polish Minister Marek Savitsky said that in Poland there is a problem of overproduction of meat products. In this regard, it was decided to subsidize the export of meat. “Any amount that we can sell is important to us,” said Savitsky.
Gordeev also noted that the quota for meat in Russia is not fully mastered, and this year the European Union countries did not have about 100 thousand tons of pork in the Russian Federation. The next meeting of the two ministers will be held in Berlin in January next year.
The restrictions on the supply of Polish meat introduced by Moscow in November 2005 provoked a sharp cooling in Russian-Polish relations. In Moscow, at the same time, they referred to Poland violations of sanitary standards and “falsification of meat”. However, in Warsaw, this ban was considered politically motivated, although the officials of the European Union recognized that Poland allowed certain deviations from European requirements regarding the export of meat. In response, Warsaw in 2006 imposed a veto on negotiations on a new Russia-ES agreement, demanding that they first cancel the embargo. The parties could not agree, despite the regularly held negotiations and calls of the European Union to Russia, to finally solve the problem with Polish meat.
The conflict put the EU in a difficult position. The conclusion of a new agreement is necessary for all parties, but Brussels is even more interested in it than Moscow. This document should be written in detail all the norms and rules of the game in the field of energy -diagram with Russia.
The solution of the “meat issue” became possible only after the new “moderate” government came to power, headed by Donald Tuski, who abandoned the tough anti -Russian course of the Kachinsky brothers and went closer. He called a positive decision on the “meat issue” a priority in the Russian direction. Soon, the new government of Poland announced that it was ready to consult with Russia regarding the placement of the elements of the American Pro on its territory, and the first real steps on his part were the abandonment of the boycott to enter Russia to the organization of economic cooperation and development (OECD) and the promise to remove the veto for negotiations of Russia with the European Union.
Russia reciprocated, thereby indirectly recognizing that nevertheless, the meat embargo had more in mind politics than sanitation. The solution of the “meat issue” may bring Russia's entry into the OECD and facilitate negotiations on joining the WTO.
The situation with the American PRO in Poland and the persistent rejection of the Warsaw of the Russian-German project of the Nord Stream gas pipeline remains more difficult. “So that the Poles refuse to place American PROs? This is not so easy and simple, ”said Alexei Miller, professor of Central European University, in an interview with Polit.ru. However, he notes, Tusk is ready to discuss Project Projects with Russia and does not force the adoption of an agreement with the United States. “This is already great progress,” the expert believes.
As for the Nord Stream, then, according to Miller, Poland’s position is deciding little here: the contract is signed, you can build a gas pipeline, and Poland needs to talk with Germany more likely. “It is already clear that the gas pipeline will be, but the Germans can compensate Poland with possible losses,” the expert said. Obviously, the interests of Germany and Poland are opposite. Germany wants to get gas directly, and Poland wants as a larger segment of the gas pipeline to pass through its territory, because otherwise it loses the transit fee and because in any other case it turns out to be the end recipient in the gas pipeline that goes through its territory. This is very frightening the Poles, because energy prices are rising, and it is not known how much they can grow. Poles think about the moment when they cannot pay “European” gas prices for gas.
