
LDPR leader Vladimir Zhirinovsky became an official participant in the presidential election. The CEC of the Russian Federation on Wednesday registered him with a candidate for president of the Russian Federation. Zhirinovsky issued a certificate of the corresponding sample, ITAR-TASS reports. Zhirinovsky has already proposed changing the presidential and deputy deadlines, and also expressed confidence that the referendum on changing the Constitution of the Russian Federation will be held in October 2008.
The leader of the LDPR was nominated by a presidential candidate at the congress of his party on December 13. On December 18, Zhirinovsky submitted documents to the CEC for registration with presidential candidates.
Already on December 19, he passed the first stage of registration (his authorized representatives were registered and allowed to open a special election account), and today completed this procedure.
Vladimir Zhirinovsky, who heads his party since its creation in 1991, was an unchanged participant in all parliamentary and presidential campaigns in the country over the past decades. The exception was only the election of the head of state in 2004, at which the LDPR was represented by Oleg Malyshkin. Last spring, the main liberal democrat was magnificently celebrated by his 60th anniversary.
Zhirinovsky: Four years - a very short time
A referendum on changing the Constitution of the Russian Federation and increasing the term of presidential powers will be held in 2008. This was announced in an interview with the "New Region" by the leader of the LDPR Vladimir Zhirinovsky. According to him, the date of popular voting to adjust the Basic Law of the country can be scheduled for a single voting day in October.
Zhirinovsky believes that the Constitution of the Russian Federation will be changed in 2008. According to him, the changes will concern only an increase in the term of powers of the authorities: for State Duma deputies up to 5-6 years, the president of up to 7 years. “Four years is a very short term for both deputies and the president. Deputies need to be elected for 5-6 years, and the president is 5, 6 or 7 years old. An ideal option would be an increase for everyone up to 5 years,” Zhirinovsky said.
According to him, this will make the parliamentary elections and the President of the Russian Federation for a longer period of time. “Now we have been held in December, the country has not yet moved away from them, but the presidential is already starting. This is wrong,” Zhirinovsky said. At the same time, Zhirinovsky emphasized that the changes should not affect the number of deadlines for the president of the country. "The number of terms for the president should remain limited, but the duration of each deadline must be increased," Zhirinovsky believes.
The LDPR leader also proposed adjusting the name of the post of head of state. “Why did we take the English word“ president. ”This is wrong, let it be Russian - the head of state, or the supreme ruler,” the LDPR leader noted.
At the same time, he emphasized that the LDPR has always advocated an increase in the duration of the deadlines for the president and deputies. According to him, if now "United Russia" began to intercept the initiative from liberal democrats in this matter, then changes to the constitution will necessarily be made. The LDPR leader called October 2008 the most probable referendum on this issue, when a single voting day takes place in the country.
Experts are sure: the Constitution will change until 2009
The famous Russian political scientist Stanislav Belkovsky also believes that a change in the Constitution of the Russian Federation is inevitable. In his opinion, this is unlikely to happen earlier than the end of 2008-early 2009.
"All reforms will occur progressively and do not affect Vladimir Putin, but the next government and the new president. The information that the Kremlin will change the constitution to expand the powers of the Prime Minister for Putin does not correspond to reality. At the same time, the famous political scientist Sergei Markov noted that information about the possible change in the constitution has not yet been clearly formulated. According to him, the main thing in this matter is now the position of Vladimir Putin, who said that the personal powers of the president should not change. "It seems to me that a change in the Constitution is unlikely, today no specific reforms are embarrassed. In addition, I do not think that after May 2008 and the appointment of a new president there will be a reason to change the laws. There are no tasks that the current Constitution of the Russian Federation could not solve," Markov said.
At the same time, he noted that, in principle, a change in the Constitution of the Russian Federation is possible with a changed political situation, when there is a need for this.
