Under the threat of a breakdown was the good undertaking of the Tatarstan government to provide all the conscripts of the republic with mobile phones. According to human rights activists, upon arrival at the military unit at the place of military service, the phones from the draftees sees the command, referring to a certain order of the Ministry of Defense. The irony is that the program is implemented with the assistance of the military department itself.
Recall that the Government of Tatarstan agreed to ensure the recruits of mobile communications in connection with the unfavorable situation in the ranks of the army. Only in 2007, from military units, they arrived home in zinc coffins and on the sanitary stretcher of 15 fighters, who were called from the republic at different times: someone hanged himself, unable to withstand the tireless relations, someone escaped from the unit and hid, bringing himself to complete physical exhaustion.
In this regard, the Ministry of Defense of the Russian Federation, the Government of Tatarstan and MTS at the initiative of human rights activists signed an agreement on long -term cooperation in the fall, according to which the operator of the Communications pledged to give conscripts from Tatarstan 4 thousand mobile phones, and the cabinet of ministers of the republic promised to pay them monthly for 30 minutes of conversations with MTS subscribers for a new special tariff plan "Defender of the Motherland." The tariff also provides for the possibility in the event of an emergency to call for free to the hotline of the Tatvoyenkomat.
However, the commanders of the conscripts intervened in these plans. On Wednesday, the mother of the Tatarstan conscript Marat Amirkhanov turned to the Kazan human rights center . She said that the command of the military unit took away the mobile phone presented by MTS from her son, the press service of the Center, received by Newsru.com, said.
The 19-year-old resident of Elabuga was called up for military service on November 26, 2007. According to the mother of the soldier Marzia Vasilovna, immediately after arriving in the military unit number 21369, located in the city of Balashov, the Saratov region, the Tatarstanites were obliged to hand over mobile phones and said that soldiers would be able to get them back only six months later.
Concerned to the "silence" of her son, Marzia Vasilovna, called the unit. In a conversation with her, the chief of staff, Lieutenant Colonel Zagornyakov, referred to a certain order of the Ministry of Defense, without naming the document number. At the same time, the chief of staff said: "Your Shaimiev is well done, but his laws do not act here."
Marat's mother told human rights activists that the colleagues of her son, called up from Tatarstan, also forced the commanders to give the commanders the “Trump” presented by the Republic. This is not an isolated case of seizure from the Tatarstan draftees of mobile phones. Earlier, the grandmother of the soldier Arthur Saryanov told human rights activists that mobile phones were also taken from the recruits in Ulyanovsk.
"The Government of the Republic of Tatarstan, preoccupied with a large number of signals about the facts of" grandfathers "in relation to our fellow countrymen, made the right decision to provide them with mobile means of communication, - commented the situation by the chairman of the Council of Kazan Human Rights Igor Sholokhov." This should help them in the first, most difficult days of adaptation under the difficult conditions of the Army community. "
The command of military unit 21369, Sholokhov notes, he believes in a different way: the conscripts will call home only in six months. "This attitude of officers is most likely caused by the fact that they did not bring the meaning of this innovation to them, and they do not have their own desire to counteract the non -staff," the human rights activist continues. "We continue to track the situation with the use of government mobile phones from Tatarstan during service."
