In this regard, the Ministry of Defense of the Russian Federation, the Government of Tatarstan and MTS at the initiative of human rights activists signed an agreement on long -term cooperation in the fall, according to which the operator of the Communications pledged to give conscripts from Tatarstan 4 thousand mobile phones, and the cabinet of ministers of the republic promised to pay them monthly for 30 minutes of conversations with MTS subscribers for a new special tariff plan "Defender of the Motherland." The tariff also provides for the possibility in the event of an emergency to call for free to the hotline of the Tatvoyenkomat.

However, the commanders of the conscripts intervened in these plans. On Wednesday, the mother of the Tatarstan conscript Marat Amirkhanov turned to the Kazan human rights center . She said that the command of the military unit took away the mobile phone presented by MTS from her son, the press service of the Center, received by Newsru.com, said.

The 19-year-old resident of Elabuga was called up for military service on November 26, 2007. According to the mother of the soldier Marzia Vasilovna, immediately after arriving in the military unit number 21369, located in the city of Balashov, the Saratov region, the Tatarstanites were obliged to hand over mobile phones and said that soldiers would be able to get them back only six months later.
